Description
This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to continue the development and support of the Recall Enterprise System (RES).The U.S. Food and Drug Administration have the responsibility for the oversight of the MARCS Recalls (RES) system. RES is the FDA Recall Enterprise system that is used for tracking product recalls for food, drug, blood, medical device and veterinary products. Recall coordinators throughout the United States rely on RES to keep track of and report on product recalls within FDA. These requirements include major and minor changes as well as general O&M and the necessary integration with other FDA ORA systems and complex data model changes. The contractor shall provide full Software Development Life Cycle activities. The staff personnel shall have the technical and working knowledge of Oracle 10g database, JAVA 1.4 or greater, UNIX, Hibernate, Spring, Tapestry, SpellEx, RetrievalWare, Web Services and familiarity with Business Objects. At minimum, compliance with CMM Level 2 requirements, and section 508 standards. Knowledge of Federal Information Security Management Act of 2002 (FISMA), Title III, E-Government Act of 2002, Pub. L. No 107-347 (Dec 17, 2002) policies. Please provide company capability statements which address the experience in performing the objectives of similar systems in similar environments. Also include detailed descriptions of at least 2 projects that use JAVA as a user interface as well as 2 projects that use Oracle databases (any version) (can be same projects). In addition, please provide at least 4 resumes of people you currently have on staff that encompass the following skill sets (together, the resumes should cover all the following skill sets, but in any combination of people): 1) project management 2) database design 4) Java design and 5) Java developers (ensure use of Hibernate, Spring, Tapestry, Spell-Ex is highlighted/bolded on resumes if applicable). The NAICS Code is 541511. The small business size standard is 23M. Interested small business must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government requirement that is stated above. However, be advised that generic capability statements & brochures are not sufficient to evaluate your capability statement effectively. Information submitted must be in sufficient detail to permit the government to determine whether your organization possesses the skills capabilities and experience need to perform the type of work contain within. This notice is for planning purposes only, and does not constitute a Request for Quotation. This request is not to be construed as a commitment on the part of the Government to award a purchase order or contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Interested small business organizations that believe they possess the capabilities necessary to undertake this project should submit via email copies of their capability statement, addressing the areas above. Capability statements must identify the business status of the organization.
