Description
The Air Education and Training Command (AETC) Contracting Squadron is seeking information concerning the availability of capable contractors to provide training in support of a Royal Jordan Air Force (RJAF) foreign military sales purchase of AN/TPS-117 3D Radar System and the TPS-77 Radar System. This Request For Information (RFI) is issued for informational and planning purposes only. This is not a Request For Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI. Contact with Government personnel by potential offerors or their employees regarding this project is prohibited. This FedBizOpps notice is an announcement seeking market information on vendors capable of providing the training described herein. AETC CONS is currently conducting market research to locate qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. For purposes of this RFI, the North American Industry Classification System (NAICS) code is 611519, Flight Training, and small business size standard is $7.0M. DESCRIPTION OF SERVICES Training is required to operate and maintain AN/TPS-117 3D and TPS-77 radar systems. Proposed training will be Contractor, Type 1 Special Training, procured by the Air Education and Training Command and presented under the auspices of the Air Force Security Assistance Training Program. All instruction and technical information shall be readily available in the English language. Training shall be operational and maintenance for RJAF radar system technicians, the contractor shall specify the number of students/technicians needed to effectively operate and maintain these radar systems. Training is expected to take place just prior to delivery of their systems, estimated calendar year 2009. The contractor shall propose the best location for this training (in-country Jordan or CONUS at the contractor's training facility) and the timeframe training can be provided. The objectives of the training is to provide the necessary skills to independently operate the AN/TPS-117 3D and TPS-77 radar systems to ensure each technician will have the skills and ability to operate, maintain and make authorize repairs as allowed per technical data with no supervision. The contractor shall provide course outlines identifying major topics/assemblies and the hours required to train the technicians. This is required for disclosure/releasibility purposes. Training shall include combinations of formal classroom instruction and "hands-on" practical exercises so as to provide skill proficiency to perform tasks "unsupervised". The contractor shall identify any prerequisite training the students shall possess prior to arrival for this training. The students will speak English to a minimum comprehension level of 70. Training materials can be in contractor format. All training materials used by the student during course presentation will be retained by the student. STUDENT SUPPORT SERVICES Transportation and Quarters If training is proposed in CONUS, the contractor shall propose student local transportation and quarters (to include airport pick-up, to/from training, and back to the airport). Should there be any off-site training/visits to vendors/supplier, include all transportation (air/ground) and quarters costs. If training is proposed in-country, student transportation and quarters will be born by the student. Comments and information on the following are requested: (1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Any small business status 8(a), HUB Zone, veteran-owned, women-owned, etc.); (4) Indicate your role if this should become a contract: (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor" on Question 4, indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" on Question 4, please provide brief information you feel would indicate your capability to manage and finance an effort of this type (if it should become a contract); (7) If you indicated your roll will be a Subcontractor on Question 4, please indicate which functional areas you intend to cover; (8) Indicate if your company primarily does business in the commercial or Government sector; (9) Please describe any commercial-sector contracts you have performed for similar services (if applicable); (10) Indicate which NAICS code(s) your company usually performs under for Government contracts; (11) Provide estimated small business subcontracting goals and rationale. The Air Force is only interested at this point in identifying interested and capable contractors for this service. Your firm may provide a Capability Statement at your discretion. If your firm has an interest in responding to this RFI, please reply to Ms. Germaine Miller, germaine.miller@randolph.af.mil by 30 Jan 2009 @ 1530 CST. Your response should include general information and technical background describing your firm's experience in contracts requiring similar efforts to meet the objectives. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages.
