Description
SOURCES SOUGHT NOTICE The U.S. Army Engineering and Support Center, Huntsville (USAESCH) is evaluating the ability of HUBZone certified small business to perform future anticipated projects supporting the Army Transformation Facilities and Base Realignment and Closure (BRAC). USAESCH is seeking HUBZone Certified small business sources that can perform all of the following support services at the Huntsville Center: - Preparation, Update and Quality Control of the following forms: DD Form 1390 Army Budget Submission DD Form 1391 Military Construction Data ENG Form 3086 - Preparation of DD Forms 1390 and 1391 Prospect Course training manuals and conducting training sessions - Conducting and Coordinating Planning charrettee workshops - Knowledge of the following systems: DD Forms 1390 and 1391 Processor System Construction Appropriations Programming Control and Execution System (CAPCES) Directives Network (DIRNET) Engineering Form 3086 System Army's Program Administration and Execution (PAX) Automated Information System - Technical knowledge of Military Construction Army (MCA) and TriCare Management Agency (TMA) medical military construction program - Technical knowledge of MCA Range and Training Land Program The main office of execution will be the Huntsville Center in Huntsville, AL. However, all specified services may occur at sites located in the Continental United States (CONUS) and outside CONUS (OCONUS). Offerors must be able to provide all labor, materials, facilities, and equipment for performance of all work identified in individual task orders; being cognizant of all applicable laws, regulations and guidance associated with the work being accomplished, and ensuring that all work activities performed by contractor personnel, sub-contractors and suppliers is executed as required by the applicable laws and regulations. The period of performance is expected to be a base year and four option years totaling 60 months (5 years) with a total programmatic value of approximately $30 million. The Government wishes to identify qualified sources under North American Industry Classification System (NAICS) 541611. HUBZone certified small businesses are encouraged to seek out and establish teaming arrangements in order to strengthen capabilities and broaden experience to best satisfy the requirements of this announcement. The prime contractor of each team must perform 50% of the teams work. Eligible concerns must be capable of assembling a team of qualified, experienced firms and personnel to support all aspects of services described above. Prime concerns must satisfy FAR 52.219-14 (b) (1), Limitations on Subcontracting. Teaming of capable firms is otherwise encouraged. Teams will be expected to exhibit their experience in all aspects of the services described above. USAESCH plans solicit for a contract award pending the outcome of this sources sought notice. Responses should indicate whether they are a certified HUBZone small business, and whether they are U.S. or foreign owned. Interested vendors should complete the Capability Statement located with this announcement and return it via e-mail to marcus.d.adams@usace.army.mil. Your response shall be received no later than 1600 Central Time on 23 December 2008. Information presented is for market research purposes only. This synopsis is for information and planning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice.
