- Specialty Center Acquisitions NAVFAC, Code AQ00, for the Naval Facilities Expeditionary Logistics Center (NFELC) is seeking labor, materials, facilities, and services necessary for the repair, overhaul and preventative maintenance and service of automotive vehicles, motorized and non-motorized construction equipment, special military and commercial support equipment, material/weight handing equipment, International Standard Organization (IS0) shipping containers, mineral products plant facilities. Repairs services shall be performed at the Contractor's facility, except when servicing need to be accomplished immediately where the equipment is located, or when the equipment can not be moved. The Contractor shall be required to maintain repair facilities within 175 miles of the Government facilities located at Naval Base Ventura County Port Hueneme, CA and at the Naval Construction Battalion Center, Gulfport MS. This procurement is being processed in accordance with FAR! 15, Contracting by Negotiations. An Indefinite Delivery Indefinite Quantity Firm Fixed Price Contract will be awarded. The North American Industry Classification System (NAICS) code 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance. The Small Business Standard is $6.5M. The solicitation utilizes source selection procedures which require offerors to submit a technical, management, past performance, subcontracting plan,as well as a price proposal for evaluation by the Government. Award will be made to the responsible offeror whose proposal, confirming to the solicitation, represents the best the value to the Government. The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace a contract for similar services awarded in 1994 for $29,850,234.14. Information about the current contract and the incumbent contractor will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on NECO (Navy Electronic Commerce Online) which links to FEDBIZOPS (http://www.fbo.gov/). The Solicitation will be available for review on the website on or around 09 January 2009; the closing date will be thirty days after issance of the solicitation. However, the contractor shall ensure the closing date stated on the solicitation. It shall be the contractor's responsibility to check the websites for any amendments. Contractors are required to register with the Department of Defense Central Contractor Register (CCR). The proposed contract listed here is 100 percent UNRESTRICTED.
