Description
Notice of intent to award a sole source contract to CUMMINS NORTHWEST, LLC, 2618 COMMERCIAL DRIVE, ANCHORAGE, ALASKA 99501-3013. CUMMINS NORTHWEST will Supply and Deliver to Glacier Bay National Park, Gustavus, Alaska Two (2) each NEW Cummins QSB5.9-355M INT Marine Diesel Engines and two (2) each NEW Twin Disc MG5075SC Coaxial Marine Gears for the "M.V. Serac". The installation of this equipment in the vessel shall be accomplished by NPS personal. The engines shall be equipped with the following Cummins Marine factory installed options: "Two copies of LT 9266 operation and maintenance manual"AP 9407 Marpol Annex VI(IMO) and EPA Tier 2 compliant and certified"AC 9176 Walker Air Separator-Air Cleaner Assembly"BR 9188 Closed Crankcase Breather"CH 9072 Block heater 120volt 750 watt"EA 9064 Harness, Main Extension - 30'"EG 9264 Single Digital Display to read both engines and fault codes"EE 9175 12 Volt 160 Amp Alternator"FF 9559 Engine mounted Cummins filtration fuel filter"FH 9446 SAE#3 flywheel housing and 11.5"adaptation"FS 9829 Racor 75/900 ma primary fuel filters, (2) WIF sensor, harness & resistor"HX 9121 Heat exchanger cooler"LF 9140 Engine mounted lube oil filter"LG 9971 Oil level gauge (dipstick) handed for ease of use"OC 9064 Engine mounted transmission oil cooler-includes pressure & temp senders"OP 9464 Pan, oil cast aluminum, center sump"RD 9033 Oil drain hose 18" with capped end"ST 9322 Starter 12 volt"MS 9039 Mechanical Throttle interface-20'harness"Fluids - Initial fill fluids, coolant and oil"XS9313 6"wet exhaust with stbd down angle"Front engine mounts to be 22 " apart on center and 3 " below crankshaft centerline Supply and Deliver Two (2) NEW Twin Disc MG5075SC Coaxial Marine Gears equipped as follows: "Rear mounting brackets to be 22 " apart on center and 3 1/8" above crankshaft centerline"Units mounted to above supplied engines and shipped as assembled packages"Output shaft flanges to have 6 equally spaced 5/8" holes in 4 " circle on center"Fluids-Initial fill fluids"Two copies of operation and maintenance manuals"Units to have 1.06:1 gear ratio The contractor shall also provide NPS personnel with familiarization training on the supplied equipment at their facility and shall provide Quality Assurance (QA) services on a post installation basis at Glacier Bay National Park Gustavus, Alaska. This is not a recurring requirement for the NPS. Under authority of FAR 6.302-1(a) (2), the value of the contract is expected to be less than $78,000. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. These supplies will be procured under Firm Fixed Price Commercial contract in accordance with FAR Part 12 procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. Interested organizations may submit their capabilities and qualifications to supply the requested supplies and services to the NPS personal identified below. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis, based upon the responses to this notice and is solely with the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. The government will consider all EOIs received prior to 15 days after date of publication of this synopsis before 4:00 pm Alaska Standard Time on that date. EOIs sent via the U.S. Postal Service should be mailed to National Parks Service, Alaska Regional Office, Attn: Deryl Morse, 240 W. 5th Ave, Anchorage, Alaska 99501. EOIs sent via Federal Express or hand carried must be delivered to the same address above during weekdays, excluding federal holidays, between the hours of 7:30 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Deryl Morse, at 907-644-3802 or email at deryl_morse@nps.gov, facsimile transmission must clearly identify this notice on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting office on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received.
