Description
MODIFICATION TO ORIGINAL POSTING: RFP CC-09-HQ-R-0021, originally scheduled for release on or about 12/23/08, now will be released on or about 12/31/08. Proposals will be due 01/15/09. END OF MODIFICATION. The Office of the Comptroller of the Currency (OCC) has a requirement for a Real Estate Professional to offer comprehensive office leasing advisory and brokerage services for the procurement of OCC Headquarters office space in accordance with applicable Federal procedures, following the Federal Acquisition Regulation (FAR) and General Services Acquisition Management Regulation (GSAM). The Real Estate Professional will provide services as a Pre-solicitation Consultation and Solicitation Brokerage to the Leasing Contracting Officer for the Real Estate and Capital Assets Department throughout the acquisition process. OCC’s headquarters is currently located in Southwest Washington, DC, occupies one entire building and multiple locations in nearby buildings. OCC expects to occupy a new, consolidated headquarters location in the 500,000 square foot range in 2014 and the option to lease an additional approximately 40,000 square foot facility. It is mandatory that the primary contact for the project possess both extensive federal government and private sector real property leasing experience for large procurements. Thorough knowledge and extensive experience with GSA forms and complying with the appropriate procurement regulations, as well as negotiating large private sector leases and government leasing transactions in the Washington, DC area within the past two years is essential. As needed, the contractor shall furnish qualified personnel, equipment; and facilities to complete the tasks under the contract. The contractor shall make a full disclosure to OCC of any potential conflicts of interest. The Contractor must work out of office space within the Washington, DC Metropolitan Area and be able to respond to the Lease Contracting Officer (LCO) within 24 hours (one work day) during the day-to-day performance of this contract. Responding to the LCO shall be defined as written (via facsimile) or electronic (i.e., e-mail) if person-to-person verbal communication is not possible. The acquisition strategy entails the award of a firm fixed price type of contract including a base year and four additional one-year option periods. The Contracting Officer has made a determination that FAR Part 12 (Acquisition of Commercial Items) and Part 15 (Contracting by Negotiations) is the appropriate method of procuring this requirement. Technical proposals will be evaluated base on Key Personnel Experience, Strategic Acquisition Plan, and Past Performance of the Project Team in all comparable transactions performed within the last five (5) years for the Organization, and the Commission split with OCC.
