Description
SOURCES SOUGHT FOR SIMPLIFIED ACQUISITION BASE ENGINEERING REQUIREMENT (SABER), MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC). 45th Contracting Squadron, Patrick AFB, Florida is seeking interest of potential and eligible contractors for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC). This is a Sources Sought announcement, a market survey for written information only. This market survey is being conducted to identify potential Small Business Administration (SBA) certified 8(a) sources interested in providing work which includes all materials, labor, tools, equipment, transportation, and supervision, management and other services (including engineering/technical design support) necessary to accomplish non-complex minor construction, maintenance, repair, and renovation work on real property with minimum design requirements at Patrick AFB, Cape Canaveral Air Force Station (CCAFS), Malabar, JDMTA and Florida Annexes. The 45th Space Wing (SW) is seeking Small Business Administration (SBA) certified 8(a) firms with a demonstrated history of relevant construction experience where the primary focus is on IDIQ type contracts with simultaneous performance of multiple projects at differing locations similar to the task order value that will be executed under this contract. Task Orders will be firm fixed price with a targeted award range of $2,000 to $750,000 with a minimum of $2,000 and a maximum of $1,000,000. Magnitude estimate is $50 to $100 million. North American Industry Classification System (NAICS) Code 236220; Small Business Size Standard is $33.5M. Description of work will be identified in each individual task order. Anticipated individual task orders may range from $2,000 - $1,000,000. The number of awards the Government will award is still under consideration, however at this point the Government anticipates awarding two (2) or more contracts. Each contract awarded will contain a basic 12-month period with four 12-month option periods. Contract awards will be based on best value using past-performance-price trade-off procedures. In using this best value approach, the government seeks to award to those offerors who give the Air Force the greatest confidence they will best meet our requirements. While government source selection evaluation team and the source selection authority will strive for maximum objectivity, the source selection process, by its nature, is subjective. Potential Small Business Administration (SBA) certified 8(a) are encouraged to monitor www.fbo.gov (the FedBizOps) website for program documents (e.g. draft Statement of Work, incremental posting of a draft Request for Proposal and various library reference materials) which will be posted from time to time. At this time, responses to this sources sought notice are only requested from potential Small Business Administration certified 8(a) Prime Contractors, Prime/Subcontractor teams or Joint Venture entities responding to this sources sought notice. Respondents must(1) identify subcontractors to be used and their anticipated responsibilities; (2) indicate all of the following small business status categories that apply: Small Disadvantaged (SDB), Woman-owned Small Business (WOSB), 8(a) firm, HUB Zone firm, Service-disabled Veteran-owned Small Business (SDVOB), Historically Black College and University or Minority Institution (HBCU/MI), (3) provide experience in the form of an outline of previous projects for specific relevant work completed or currently being performed of equivalent magnitude including contract numbers, description of work, points of contact, and phone numbers; professional qualifications and specific experience of personnel identified to perform the work; and (4) any other pertinent information which would enable the government to assess a firms capabilities. Because the government reserves the right to set this acquisition aside for small business, 8(a) firms, HUB Zone firms or Service-disabled Veteran-owned Small Business based on the responses it receives, it is imperative that firms respond with the required information for capabilities to be accurately evaluated. Indicate if you plan on submitting under a Joint Venture Agreements (Joint Venture Agreements are allowable on competitive 8(a) set-asides) and if so, submit the names of companies planning to Joint Venture. Potential offerors should limit their responses to ten (10) pages. All information included in offeror responses should be specific to this Sources Sought Synopsis. Please respond to this Sources Sought announcement by 12:00 p.m (NOON). (Eastern Time) on 5 January 2009. This sources sought is for planning purposes only and is NOT to be construed as a commitment by the Government, nor will the Government pay for information solicited hereunder.
