Classification Code: TBD Set-Aside: NA NAICS Code: TBD Estimated Value: TBD Estimated Level of Effort: N/A Period of Performance: Five (5) year contract consisting of a one (1) year base with four (4), one (1) year options Anticipated Place of Performance: CONUS and OCONUS Title: Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Man-Portable Aircraft Survivability Trainer (MAST) Effort Description: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) will conduct a meeting with industry on 21-22 January 2009. On 21 January 2009 we will have a general session starting at 0830 until approximately 1130. At 1300 the Government will meet with those that are interested on a one-on-one basis providing 50-minute sessions, as scheduled, for the purpose of conducting additional market research in support of the competitive acquisition to provide a MAST device for Joint and Service requirements. Industry may bring up to 5 representatives. The requirement is for a stimulator designed to challenge the American militarys fixed and rotary-wing aircraft by replicating threat MANPADS at various Service training ranges and Joint training programs. The overarching objective is to provide for the stimulation of aircraft missile warning systems (MWS) and for the purpose of providing training to aircrews. The MAST acquisition represents a new effort. No previous contract exists. The Governments intent is that the MAST effort will be a full and open competition resulting in a single award Delivery Order under PEO STRIs Omnibus Contract (STOC / STOC II) in accordance with FAR Part 16.505, using a Tradeoff Process to determine the best value to the Government. Contract award may be made to the offeror other than the lowest price offeror or other than the highest technically rate offeror, which ever is in the best interest of the Government. The Government anticipates award of this DO will be Firm Fixed Price (FFP) with a Time and Materials (T&M) line for product support. The period of performance will be for no more than five (5) years with a one (1) year base period and four (4), one (1) year options. The Government plans to purchase a minimum of ten (10) of the proposed systems a year, over a period of five (5) years. In performing this contract, the Contractor may receive and generate classified material. The Government may require the Contractor to have a SECRET facility clearance with SECRET safeguarding capability limited to 2 cubic feet. Additionally, the Government may require the Contractor to adhere to TEMPEST requirements under this procurement. Some positions/duties may not require a clearance, but all positions/duties requiring access to U.S. Government systems will require a security investigation.
