- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number is W91ZLK-09-T-0097. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-23. This requirement is Unrestricted. The Government contemplates award of a Firm-Fixed Price contract. Description of Requirement: In 2006, the USACHPPM implemented the use of the Microsoft Enterprise Project Management Solution that includes Microsoft Project 2003, Project Server 2003 and SQL Server 2000. As an enhancement to the Command Information System it was deployed to: provide command-level open project status reports with drill-down capability, provide real-time data and information on project status, standardize business practices across the CHPPM, provide project status indicators that predict trouble potential problems, create a central document repository, measure what we do and how we do it, improve efficiency. Command business rules were established to reflect policies regarding management practices for projects and senior leadership's guidance on their expectations for project success. Standard business practices at the Command and Directorate levels are used throughout the organization and set forth the procedures and processes which are expected for all users of OPM. Standard Templates were developed at the Program Levels to simplify and assist project managers in creating projects. In June 2008, an Online OPM User Survey was conducted to obtain feedback from the OPM Users and to assist the senior leadership in moving forward with improvements and enhancements to the OPM System. Concurrently, an Online assessment of the OPM was conducted using a standardized tool (OPM3) developed by the Project Management Institute to assess the maturity of CHPPM in the domains of Project, Program and Portfolio Management. Based on these results, CHPPM is requesting assistance in: Detailed evaluation of the current OPM system by a Certified OPM3 Evaluator using the OPM3 Product Suite and the results of both the user survey and the OPM3 Online Assessment, Review of the setup and configuration of the existing EPM solution, Review of FY 09 guidance for OPM, Review of Dash Board Reports, Provide recommendations for near, mid, and long term improvements at the Project, Program and Portfolio levels within the organization that will provide a roadmap for achievement of the CHPPM Strategic objectives, and increase user acceptability. Provide a prioritized list of CHPPM business practices that require review and standardization; Provide cost estimate for providing support to implement recommended near-term improvements. The above requirement/items are for Brand Name or Equal Acceptance shall be at destination. Shipping shall be FOB Destination to Aberdeen Proving Ground, 21005. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. 52.212-3, Offerors Representations and Certifications Commercial Items An offeror shall complete only paragraph (l) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov.
