- The 308th Armament Systems Group (ARSG), 683rd Armament Systems Squadron (ARSS), Sensor Fuzed Weapon (SFW) program, is contemplating a sole source award to Textron Defense Systems, 201 Lowell Street, Wilmington, MA, 01887. It is intended that the award be made to support post OO-ALC transition program activities requiring contractor support which includes, but is not limited to, Weapon System Evaluation Program (WSEP) flight testing, surveillance ground and flight testing and technical support. The contract is targeted for a fourth quarter FY09 award and is expected to run for 3 years. The offeror will provide the following: 1) Test support in response to events as required such as surveillance tests, WSEP, and any other miscellaneous testing; 2) Data analysis and anomaly investigation/resolution to include weapon build up and tear down of the SFW throughout the life of the weapon system, test plan reviews, technical meeting support; 3) Technical Support, as required, to provide status and answer questions; and 4) travel, as required, to support this effort. The offeror must be currently qualified to provide all capabilities cited. A cost plus fixed-fee (CPFF) type contract is contemplated. This is not a Request for Proposal and it is not the Government's intention to pay for information solicited at this time. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties shall submit a capabilities package, which addresses all requirements listed in this announcement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
