- This is a market research and presolicitation notice. The market research is to determine if a sufficient number of small businesses might be interested to participate in the solicitation process and provide an offer. If your company is a small business and you would be interested in this solicitation, please email the contracting officer, whose address is listed above and under the title "Primary Point of Contact", and let him know. This presolicitation notice is not coded as any set aside while the market research continues, which will be until the solicitation package is released. The type of set aside will be listed in the solicitation. The intent of the solicitation and any resultant contract is to obtain aerial services for On-Demand and Call When Needed, TURBO Light Fixed Wing Aircraft. On Demand for a Mandatory Availability Period (MAP) would occur during a period July 6 through September18, 2009, though these dates could change when listed in the solicitation, and Call When Needed (CWN) during the other time periods in the base year and each option year. Aerial survey work will be within the Forest Service's Rocky Mountain Region (R2), with a concentration in the forests within the State of Colorado. The Turbo LFW aircraft will be fully operated by qualified personnel and equipped to meet specifications for use in the administration and protection of Public Lands in R2. The aircraft furnished may be dispatched for fire support and project, law enforcement and administrative flight missions. The Government has interagency and cooperative agreements with Federal and State Agencies and private landholders that allows for such support. The contract period of performance will be for five (5) years, a base year and four (4) option years. The solicitation should be issued sometime in late January or early February 2009. The solicitation will state the number of estimated, and possibly guaranteed, hours to be flown. Past history reflects over 17 0 hours flown in summer of 2008. This number of hours right now is not a guarantee for the number of hours to be flown for summer of 2009. The contract type will be either a Fixed Price or a Fixed Price with Equitable Price Adjustment for some of the option years. This will be specified in the solicitation. The solicitation may, or may not, request two quotes/offers, one using the Jefferson County (JEFFCO) Airport USDA Rocky Mountain Air-tanker Base (10900 West 120th Ave., Broomfield, CO) as the designated base and the other quote/offer using the contractor's home or other contractor base location to determine the best cost advantage to the government. If this occurs, the government will determine which offer would provide the best value. As such, a contractor must be willing to locate his aircraft at JEFFCO should the government determine that to be the best value. Per Diem (lodging and subsistence) will be paid for any overnight stay, based on the Joint Travel Regulation and/or the Federal Joint Travel Regulation per diem rates.
