INL Regional Corrections Advisor Central America, Honduras ISSUANCE DATE: 12/17/2008 CLOSING DATE: 01/18/2009 SOLICITATION NUMBER: PSC-09-007 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Along with the SF-171 or OF-612, applicants shall provide a resume and three written reference letters including contact information. Applicants are also requested to provide their full mailing address (fax, telephone and/or e-mail where applicable). MARKET VALUE: FS-3 or FS-2 Federal salary scale 6. PERIOD OF PERFORMANCE: March 2009 - March 2010 (extendable) 7. PLACE OF PERFORMANCE: Tegucigalpa, Honduras 8. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES I. General Statement of the Purpose of this Contract and Responsibilities of the Contractor The Regional Corrections Advisor (RCA) for Central America will serve as the regional corrections expert on the full range of corrections issues in Central America for the Department of State Bureau of International Narcotics and Law Enforcement (INL). S/he will coordinate corrections programs with INL’s Senior Corrections Advisor and the Regional Gangs Advisor. The RCA would provide technical corrections expertise, policy guidance, technical assistance and training on behalf of INL for regional governments, within the USG Missions, and in interagency settings in Central America. S/he will provide significant input in strategic planning and development of possible future Central American corrections programs. Background The Narcotics Affairs Section (NAS) in Guatemala and the Narcotics Affairs Officers (NAO) in Honduras and El Salvador implement programs funded by the Department of State Bureau for International Narcotics and Law Enforcement Affairs, Office of the Americas Programs (INL/LP). The Bureau is responsible for the development, coordination, implementation and supervision of international narcotics control and law enforcement assistance activities and international criminal justice issues for the Department of State. INL’s corrections programs are overseen by the Bureau’s Senior Corrections Advisor based in INL’s Office of Civilian Police and Rule of Law in Washington, DC Level of Effort The position is full-time, with a minimum of 40 hours per week. Relationships The incumbent will report directly to the [political counselor or NAO/TBD] in Honduras, with policy and technical guidance given by the Central America Team Leader for INL/LP and the INL Senior Corrections Advisor. The incumbent will also consult and coordinate with the Regional Gangs Advisor. Travel and Position Location •The position is based in Honduras, with significant responsibility for training in Guatemala and consultation in other countries of the region. Offices will be within a staff facility of the Honduran corrections system. •Travel within these countries, the region, and the United States will be required. Major Position Elements •In coordination with the Senior Corrections Advisor (SCA), design and provide prison operations training and technical assistance to corrections officials in Guatemala and Honduras. •Provide oversight of corrections program, including budgeting, procurement, implementation and evaluation. •As needed, develop, in coordination with the SCA and INL staff, corrections programs which are coordinated with the police, law enforcement and criminal justice programs. •As needed, serve as a corrections expert and advisor for Guatemala and Honduras to the Narcotics Affairs Officers (NAS/NAO), Central America Program Officer, Central America Team Leader, SCA, INL Deputy Assistant Secretaries and the INL Assistant Secretary. This may include policy analysis and program guidance on issues such as program progress, budgeting, development of host country correctional capacities and institutions, minor refurbishment of correctional facilities and training plans. •Represent INL as needed at domestic and international conferences on corrections reform. •Prepare background materials and reports used by INL and Embassy staff in preparing speeches, briefings, and testimony on corrections in Central America. •Other duties as requested and assigned by INL. II. Minimum Qualifications •U.S. Citizenship. •A total of 10 years professional work experience: oAt least 8 years experience in U.S. corrections operations, management, organizational development, planning and/or training, 2 years of which must have been at the rank of assistant warden (or equivalent) or higher. oAt least 2 years experience in other senior management roles that include strategic planning, resource management, budgeting, oversight and evaluation. •Graduation from a certified state or federal corrections training academy. •A bachelor’s degree in any field from an accredited college or university. •Experience developing information from prison security threat groups to improve prison operations, law enforcement and prevention. •Superior interpersonal skills working with all levels. •Superior communications skills, oral and written, in English. •Ability to obtain DOS-approved security clearance at the secret level. •Spanish speaking and understanding fluency (at least FSI 3 level). III. Preferred Qualifications •Knowledge of transnational criminal gangs, especially those prevalent in Central America. •Knowledge of corrections development or other program implementation in an international environment. •Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID) and/or international organizations. Special Instructions to Offerors Offerors are required to specifically address their qualifications, experience and expertise in the following areas. •Assisting senior managers in the development and implementation of policy and programs, especially those related to corrections; including setting objectives, monitoring progress, and making recommendations to senior management on appropriate actions to be taken based on findings; •Successful implementation of programs, including achieving objectives, continual evaluation of program progress, recommendations for adjustments, and effective oversight. •Ability to coordinate complex human resource and logistical operations. IV. Evaluation Criteria •Offeror’s demonstrated ability to develop and implement training and technical assistance in prison operations for corrections officials (30 points); •Offeror’s demonstrated performance managing planning, budgeting and oversight functions at an agency-wide level (25 points); •Offeror’s demonstrated ability to work effectively in a cross-cultural environment, especially with local, state or national authorities (15 points); •Offeror’s demonstrated ability to provide operational and policy guidance to the Senior Corrections Advisor, Regional Gangs Advisor, and other INL officials on improving U.S. corrections assistance (10 points); •Offeror’s demonstrated ability to liaise with relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of sharing information and developing complementary policies and programs(10 points); •Offeror’s demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form.
