- The National Assessment Governing Board is preparing to conduct research studies on 12th grade preparedness to inform Governing Board policy for reporting preparedness of 12th grade students in reading and mathematics on the National Assessment of Educational Progress (NAEP). The proposed research studies will include content alignment studies, judgmental studies, and studies on statistical relationships. The SAT is one of two college admissions assessments widely used in the United States and several other countries, and the SAT is administered by The College Board, 45 Columbus Circle, New York, NY 10023-6992. This test is a key source of information regarding student preparedness for higher education. The assistance of the College Board is required to access data and other proprietary information for conducting studies that will inform reporting 12th grade preparedness. The Governing Board intends to award a sole source contract to The College Board under Federal Acquisition Regulations Part 13, Simplified Acquisitions. As the developer and administrator of the SAT, The College Board is the sole entity with the proprietary data that can be provided for the research studies. This solicitation will be awarded in accordance with the authority of FAR 13.106-1(b) (1) as only one responsible source can provide the required services. In accordance with FAR 13.106-1, the justification for Other than Full and Open Competition is based on the fact that the College Board is the only organization that can provide these services as the College Board owns the proprietary data needed for the studies. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after publication of this synopsis will be considered by the Governing Board. The period of performance is anticipated to be twelve (12) months.
