- The Federal Aviation Administration (FAA) Acquisition Management Branch, Central Service Area, ASW-52 is seeking competent and qualified contractors interested in providing an offer to supply up to nine (9) new or nearly new (less than 200 hours flight time) twin-engine Turboprop Aircraft, with associated Pilot and Maintenance Training. The aircraft must meet the following general description: -Meet Federal Aviation Regulation Part 23 requirements-Twin-engine turboprop aircraft with tractor configuration-Advanced digital avionics with large LCD cockpit displays-Must allow Aviation Safety Inspectors (ASI) to log Pilot-In-Charge time without type rating on that aircraft-Aircraft must be certified for single pilot operation In addition, the following training is required: -Pilot training for 25 pilots-Maintenance training for 5 maintenance personnel Trade-in provisions for aircraft being replaced on a one-for-one basis will be required as part of an offeror's proposal. A more complete description of the aircraft, and pilot and maintenance training requirements, will be contained in the solicitation documents. The initial requirement is for six aircraft, with an estimated delivery schedule of three aircraft in 2009, one aircraft in 2010, and two aircraft in 2011. The contract will also include an option for three additional aircraft in 2012. PROSPECTIVE OFFERORS MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: A. The contractor must have provided at least three new or nearly new (less than 200 flight hours) turbo-prop aircraft to the FAA, other Federal or State Agency, or commercial entity under a single contract within the last five years. B. The contract for aircraft must have included training to pilots and maintenance personnel for aircraft that were supplied. C. Interested sources must respond with written documentation that provides evidence of their capability to provide aircraft in the indicated quantity, and training, that meet the general description above. The submission must include a brief description of the products and services provided, the receiving organization, the contract number and date of award, location, and receiving organization point(s) of contact (including phone number and email address) for confirmation. The Business Declaration form that is attached to this notice must also be included with the submission. NOTE: To be eligible for contract award, responding companies must supply all requested past performance information and the Business Declaration form. The information must be received not later than 3:00 PM Central Standard Time on December 29, 2008. Responses can not exceed 15 pages in length. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
