Description
The National Heart, Lung, and Blood Institute (NHLBI) seeks a highly trained and effective organizational learning and development individual to lead the Development Program at NHLBI. The (NHLBI) intends to negotiate with Wanda Cumberlander, 8026 Trevor Place, Vienna, Virginia 22182. The period of performance is one year with four, 12 month option periods. The individual will provide her executive management development skills to develop and manage a comprehensive employee training program and initiatives that result in promoting organizational effectiveness, capacity, and culture. She will enhance the NHLBI’s portfolio of training resources, networking and developing relationships with government and private institutes in order to provide career development, coaching courses, and training programs. The individual will also develop and conduct related workshops and presentations for the NHLBI supervisors and staff, develop methods and techniques to define measurable outcomes and evaluate the success of the NHLBI development and training efforts, participate in NHLBI/Office of Workforce Management (OWM) strategic planning, and contribute to the NHLBI/OWM initiatives in the areas of employee engagement, retention, recruitment, and hiring. The individual has been performing on similar contracts for NIH/Office of the Director (OD) under the YRCI, first in the Transition Center beginning in 2005, and most recently beginning in August 2008, in the Work Life Center. Potential offerors will be evaluated on the following: 1) Evidence that they are capable of performing all tasks described above; 2) Evidence of a bachelor or master’s degree in Human Development, Organizational Development, or related areas; 3) Evidence of at least 5 years experience in areas such as organizational development, employee development, training and coaching; 4) Demonstrated experience in building strong relationships with senior management and internal and external task forces to develop and implement change processes and strategies; 5) Demonstrated strong analytical skills and experience in preparing cogent benchmark analysis and summaries along with recommended actions; 6) Demonstrated superior communication and presentation skills; 7) Demonstrated prioritizing, time management, multitasking, and team player abilities; 8) Demonstrated proficiency with Microsoft Office and web applications; 9) Demonstrated ability to travel as necessary between various NIH/NHLBI offices located both on and off campus; and 9) Demonstrated general physical requirements in an office setting. The NHLBI attends to award a sole source contract to Wanda Cumberlander. Interest parties may identify their interest and capability to respond to the requirements as described above. All responses which are timely received will be considered by the Agency. A determination not to compete the proposed work based upon responses to this notice is solely within the discretion of the Contracting Officer. This notice of intent is not an announcement of the availability of a Request for Proposal (RFP), nor is an RFP available. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-(1)(b)(1). Wanda Cumberland is uniquely qualified to be the only responsible source to be able to lead the Development Program at the NHLBI. See Note 22
