- This is a Notice of Intent to award a Sole Source for services prepared in accordance with the format in Subpart 37.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The special notice number is 249817 and is issued as a Sole Source Intent. The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28, effective 12 December 2008. The USDA/Foreign Agriculture Service intends to issue a Sole Source to provide Agricultural Bio-safety assistance to the Egyptian Ministry of Agriculture and Land. The contractor shall have the capability to: (1) Provide expert technical advice to the Egyptian National Biosafety Commission (NBC) and the Egyptian Ministry of Agriculture as they review applications for approval of genetically modified crop varieties (estimated 33 days). (2) Provide, when requested, technical advice to the NBC regarding Egypt’s current and future biosafety laws (estimated 15 days). (3) Assist the MOA with formalizing and making available to key stakeholders and the general public its regulations and procedures (estimated 30 days). (4) Provide a background of expertise in Middle Eastern cultural experience and relationships. (5) Provide at least 15 years experience in both the European Union and the Middle East focusing on biotechnology regulation. (6) Provide extensive experience in administration of domestic regulation and environmental risk assessment of GM plant varieties. (7) Possess working experience with environmental risk systems in other countries in addition to the United States. (8) Provide an unmatched degree of scientific and legal expertise in biotechnology regulation at the domestic and international level and in the technical and logistical aspects of environmental risk assessment in developed and developing countries. (9) Provide an international network of experts from foreign governments, international organizations, academia, the private sector, and non-governmental sector. The Period of Performance for this requirement is 1/01/09 to 12/31/09 with 78 days being slotted for consultation throughout the period of performance, travel will be required to Egypt at Various times throughout year. All enquiries must be received via email by Friday December 26, 2008 at 3:00 pm Eastern Standard Time. USDA expects to award a single, firm, fixed-price Purchase Order for the one-year period.
