- This is a combined synopsis/solicitation for commercial training prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) F1AKA28323A002. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Fac 2005-26. This solicitation is set aside for small businesses only. The North American Industry Classification System code is 611430 Professional and Management Training SIC Code is 8299. Requirement: On-Site (Pentagon), two day training class, Financial Management for the Intelligence community. LINE ITEM 0001: Training, Financial Management for the Intelligence Community, two-day (approximately 0800-1600 each day) to be held 13-14 Jan 09, presenting to approximately 20 personnel, on site at the Pentagon. Course shall cover all key aspects of financial management in the federal government which involve intelligence resources to include; bottom to top instruction beginning with examination of the National Intelligence Program (NIP) and Military Intelligence Program (MIP) to gain understanding of types of activities funded with each, key players, roles and responsibilities, etc. Thorough explanation of the resource environment in which Intel funds are programmed for, received, tracked, and managed i.e. Capabilities Programming and Budgeting System used by Director of National Intelligence for NIP resources and the planning, programming, budgeting, and execution process used by the Department of Defense for MIP resources. In addition, a thorough explanation of congressional budget process. 1 EACH, UNIT PRICE: $ TOTAL PRICE: $ FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration, (IAW FAR 4.1201 prospective contractors must be registered in the Online Representative & Certification Application (ORCA) at http://orca.bpn.gov ) The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Late offers - Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements and 2) Price - The amount, realism and consistency of the evaluated price. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follows: 52.252-1, 52.252-5: (b) DFARS (Chapter 2), and 252.225-7000. Offeror must include, with its offer, a completed copy of provision FAR 52.212-3 in full text. FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. Addendum to FAR Clause 52.212-4 applies to this acquisition.
