- The subcontracting goals for this district were incorrectly stated in the original synopsis. The correct FY09 Target Goals published by USACE Headquarters are as follows: Small Business - 52.23% Small Disadvantaged Business - 8.98% HUBZone Small Business - 7.45% Women-Owned Small Business - 5.03% Service-Disabled Veteran-Owned Small Business - 3.0% The following questions have been received and responses are provided: Q1. Does the 140 page limit also include the Part II pages, or only Part I? Does the 140 page limit include the detailed Quality Control Plan? A1. The entire SF330s qualifications package is limited to 140 (8.5"x11") pages, excluding sample CADD compatibility CD ROM, as specified in Paragraph 4, Submission Requirements. Q2. Some Districts allow a total of only 10 projects in the project section of the qualification package, but other Districts allow up to 10 for each firm on the team. Can we use more than 10 total projects as long as the total number of pages is under 140? A2. This synopsis does not place any limitations on the number of projects, as long as the total number of pages is within the 140 page limitation. Q3. Are we to hold to the minimum 12 pitch font requirement for all text and text within the forms, or just the text in Section H? A3. All SF330 text shall not be smaller than 12 font type. Q4. Are these services currently being provided by a contractor? If so, could you please provide the incumbent name as well as the contract number? A4. W911WN-07-D-0001 was awarded to INCA/FMSM JV, 400 112th Ave., NE #400, Bellevue, WA 98004 on April 26, 2007. W911WN-07-D-0002 was awarded to Bergmann Associates, Suite 200, 28 East Main St., Rochester, NY 14614 on April 11, 2007. Task orders were negotiated as necessary. Q5. Does the Pittsburgh District accept Joint Ventures (JV)? If so, is it sufficient to have an official Memorandum of Understanding (MOU) regarding the JV with the qualification package submittal, rather than the completed JV? A5. If a company is submitting their technical proposal as a JV, they will need to provide something official that shows they have the intent to perform the contract as a JV should they be awarded the contract. This can be in the form of a contingent MOU between the two companies. The MOU must indicate that the JV agreement will be formalized if the JV is proposed for award of a contract and the firm/s will perform the contract as such. The agreement must be approved by the boards of both companies.
