- The Agency of Office of The Secretary, through Strategic Acquisition Services (SAS), Program Support Center (PSC), intends to award a 9 month sole source contract using simplified acquisition procedures to the NH Institute for Health Policy and Practice Regional All-Payer Healthcare Information Council (RAPHIC) University of New Hampshire 202 Hewitt Hall 4 Library Way Durham, NH 03824 The anticipated date of award is 12/31/2008. The purpose of this sole source performance based contract is to support the mission of the Office of Agency for Healthcare Research and Quality All Payer Claims Databases (APCDs) are being established in multiple states, bringing together health care claims from all settings of care (e.g., inpatient, outpatient, pharmacy, dental) for all payers, or insurers, in a state. APCDs have the potential to provide a unique source of information on costs and quality of care across the continuum of health services. With the spread of APCDs across more states, it has become apparent that standardization of the data systems, formats, data elements, and coding is imperative. Standardization will help to reduce costs of data submission for payers who must submit data to multiple data systems, facilitate cross-state sharing of data, enable multi-state research and analyses, and encourage the development of tools and measures for use with APCDs. The work shall be performed primarily within the contractor’s workspace beginning January 09, 2009 through September 30, 2009. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
