Description
FBO A-E SELECTION NOTICE VA-255-09-RP-0110 ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: The VISN 15 Network Business Office, Leavenworth, KS, is seeking qualified A-E Firms in the geographic area within a ONE HUNDRED (100) MILE radius of Saint Louis, MO, for award of a Firm Fixed Price Architect Engineer Contract to perform the A-E services for the complete design, including construction period duties for Project 657-331, Renovate Space for Spinal Cord Injury, B-1 John Cochran Division of the St. Louis VAMC. The NAICS Code for this acquisition is 541310 - ARCHITECTURAL SERVICES. Contract award is anticipated in February of 2009 with a Design period of ONE HUNDRED EIGHTY SEVEN (187) Calendar Days. The Construction Cost Range for Project 657-331 is between $5.0 and $10.0 Million. The anticipated Construction contract award date is on or about September 15, 2009. SCOPE OF SERVICES: A-E shall provide Design and Construction period services for Minor Construction Project No. 657-331, Renovate Space for Spinal Cord Injury, B-1 John Cochran Division of the St. Louis VAMC. This is a project to establish six Spinal Cord Injury (SCI) beds at the John Cochran Division of the St. Louis VAMC (Station 657A1). The Space identified is ward 7B, Bldg 1 which currently houses specialty care clinics. The project will require: (1) Total renovation of ward 7-B in order to establish six SCI beds, with the necessary associated support and ancillary space, per the draft SCI Space Planning Criteria (Chapter 104) dated March 2007; (2) The renovation project will involve PVA per VHA Directive 2003-067 and will be compliant with VHA Directive and Handbook 1176 dated May 2, 2005; and (3) Total renovation of area 8-A on the 8th Floor Bldg 1, to relocate the 7-B specialty care clinics. (4) Relocating the specialty care clinics from ward 7-B into the newly-renovated space identified in item 3 (above). (5) The project also includes abatement of asbestos, lead paint, and mold from the existing building areas within the project limits. The Government intends to retain the A-E design Firm for construction period services, based on availability of funding. SELECTION CRITERIA: The VA will utilize the following selection criteria in descending order of importance: (1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required; (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; (3) Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously; (4) Past record of performance on contracts with the Department of Veterans Affairs; (5) Geographic location and facilities of the working office(s) within ONE HUNDRED (100) MILES of St. Louis, MO ; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; (7) Inclusion of Service Disabled Veteran Owned Small Business (SDVOSB) sub-consultant(s), Veteran Owned Small Business (VOSB) sub-consultants, Minority Owned sub-consultant(s), and/or Women-Owned sub-consultant(s). NOTE: Additional consideration will be given to SDVOSB or VOSB firms who submit as the Prime A-E Contractor, or to any A-E firm who proposes to make extensive use of SDVOSB or VOSB firms as subcontractors. SUBMISSION REQUIREMENTS: All responding A-E firms, including key sub-consultants to the primary firm, are required to submit one completed Standard Form 330 Architect-Engineer and Related Services Questionnaire, dated within one year of the date of this announcement. Submit required documents no later than 4:30 PM C.S.T, January 19, 2009, to the Issuing Office address shown above. This is a Full and Open, Competitive, Brooks Act Architect-Engineer Selection Process. Firms of any size, large or small may submit for consideration. Small Business A-E firms, including SDVOSB, VOSB, SDB, HUBZONE, and/or Women-Owned firms are encouraged to participate as a Prime A-E Contractor, or as members of Joint Ventures formed with other Small Businesses. Responding A-E firms, either multi-disciplined or collaborating with sub-consultants, must demonstrate capability in: Healthcare Architecture; Interior Design; Structural; Mechanical; Electrical; Communications; Environmental; Fire Protection; Cost Estimating; Specification Writing; Construction Surveillance Skills; and Industrial Hygienist (IH) Services; as described herein. Reference No. VA-255-09-RP-0110 has been assigned to this business opportunity and should be referenced on any future correspondence regarding this notice.
