- Request for proposal (RFP) for the operation of the Outreach/Admissions (OA) program for the state of Texas, northwest region will be available approximately January 5, 2009 on the Federal Business Opportunity (FBO) website: http//www.fbo.gov. The Contracting Officer’s Technical Representative (COTR) for this contract is Ms. Barbara Porter. It is anticipated that the resultant contract will be a cost plus incentive fee. This contract will have a 2 year base period of August 1, 2009 through July 31, 2011 plus three governmental renewal options of one year each. The contract will be responsible for 719 arrivals. A pre-proposal conference will be convened at 9:30 am, on January 13, 2009 in downtown Dallas, location to be determined by posting of the RFP. We recommend that you download the RFP prior to attending the pre-proposal conference. Proposals in response to this RFP will consist of Oral Presentations and written submissions as described in Section L of the RFP. Written portions of the proposal are due by 12:00 noon local time Thursday, February 19, 2009 to the Dallas Regional Office of OASAM. All responsible sources may submit a proposal which shall be considered by the agency.
