- REQUEST FOR INFORMATION (RFI) U.S. MARINE CORPS FIRE AND EMERGENCY SERVICES (F&ES), ENTERPRISE RECORDS MANAGEMENT AND REPORTING SYSTEM (E-RMRS) This RFI is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of obtaining market information. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and response to this notice cannot be accepted as an offer. 1. General. The U. S. Marine Corps (USMC) plans to solicit and award a contract to obtain an enterprise records management and reporting system (E-RMRS) solution for its Fire and Emergency Services (F&ES) Program. The purpose of the proposed project is to provide USMC F&ES the capability to provide electronic records management and reporting meeting National Fire and Incident Reporting system (NFIRS) and National EMS Information System (NEMSIS) data collection requirements. In addition, the E-RMRS will provide comprehensive records management and reporting functions specific to both operational and support areas of USMC Fire and Emergency Services across the entire program. 2. Draft Statement of Objectives (SOO). In order to describe our enterprise records management and reporting system requirements and define our acquisition strategy, we are publishing this RFI as part of market research to learn and leverage best commercial practices. For project planning and information gathering, the attached draft SOO provides the current environment and the anticipated needs to support our mission. The USMC F&ES is seeking an enterprise wide records management and reporting system that meets the quality requirements and the standards as detailed in the attached draft SOO. Currently, USMC installations provide records management and reporting with various systems supported and funded at the Installation level. The proposed project will provide a uniform enterprise approach to the USMC F&ES records management and reporting process supported and funded at the HQMC level. The Enterprise Records Management and Reporting System (E-RMRS) objectives are desig! ned to identify the needs of the E-RMRS and provide details regarding the objectives of the project. 3. Information Needed. All industry is invited to provide comments on this RFI. Information obtained from this RFI will be used within the USMC and will not be disclosed outside of the agency. With regards to the attached SOO, please provide comments/answers to the following: a) Identify a point of contact of someone who can address questions regarding the information you submit (Name, telephone, email, fax).b) Suggestions, comments, ideas regarding this process and the objectives identified in the draft SOO. We are particularly interested whether the identified objectives provide sufficient detail and information for you to develop a thorough and well-informed proposal. c) Provide, by objective, a capability statement that clearly supports how you would perform the work in each objective area, and provide examples of similar past work accomplished in each objective area. Also please provide appropriate past performance references for each objective area. d) Provide, by objective, a statement of limiting factors that could inhibit your ability to provide the products and services sought in the objective area provided. e) If you are not capable of performing work in all objective areas, how would you obtain the expertise needed to accomplish the work? Which objective area would that be? f) Discuss your ability to execute objectives both CONUS and OCONUS. g) Discuss what if any areas of the SOO you find vague or require further clarification. 4. How to reply. Firms interested and/or experts desiring to furnish information should do so not later than 23 January 2009. Responses to this RFI should not exceed twenty five (25) pages. Both email and mail submissions will be accepted. Vendors should clearly mark any information that is proprietary.
