The Air Force intends toaward a contract for up to 9 Systems, if all options are exercised. Thefirst unit will be installed at the KC-135 ATS training facility atMcConnell AFB, Kansas.This requirement has been set aside 100% for participation by SmallBusiness suppliers who have the particular experience, skills, knowledge andcapability to accomplish the effort described. NAICS code 336413 applies.This is a stand-alone supply (not services) acquisition. Thestand-alone functional requirement is summarized as design and fabricationof a Weapons System Trainer (WST) with the fidelity and other capabilitiesto be suitable for conducting continuation training in the KC-135 ATS. Thebalance of the functional requirements definition is detailed in thePerformance Work Statement (PWS) and System Requirement Specification (SRS)for this solicitation and represents a fundamental departure from anyprevious acquisition of Boom Operator training devices. The requirementwill include delivery of the WST, an initial spares package, and technicaldata requirements. A place holder will be included in the RFP (see specialprovisions in section H), to support engineering change proposals that maybe required due to advancing technology in commercial components. Market research was conducted under RFI pre-solicitation noticenumber FA8223-08-R-BOWST, originally posted to FedBizOps 30 Apr 2008, withupdates posted in June and July 08. Industry Days were held at Altus AFB,Oklahoma, 24 and 25 June 2008. Questions and answers from this industrydays were posted under the same notice, with Contracting Officers finalreport posted 25 Jul 08.The KC-135 ATS AMC BOWST RFP is being issued under proceduresconsistent with FAR Part 15 Full and Open Competition for Source Selectionand evaluation will be conducted applying full trade-off methodologies toarrive at a best value decision. The Air Force has identified funding for the first unit in theFiscal Year 2008/09 cycle to be installed at the McConnell AFB KC-135 ATSsite. Options for up to eight additional units are described, but fundingfor additional units may or may not materialize by FY2010. These systemswill be installed at other KC-135 ATS CONUS and OCONUS sites as described inthe model contract schedule of line items.Information about this requirement will be posted to the FedBizOpsunder solicitation and notice number FA8223-09-R-50527. Certain technicaland sensitive information in the SRS is not considered releasable to thegeneral public and the SRS will not be posted. Sources with a Bona Fideinterest in this requirement will be provided the SRS as determinedappropriate by the Contracting Officer.
