Description
The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) is planning a best value acquisition for the procurement of services to install Electronic Security Systems (ESS). An ESS shall be considered to encompass five (5) sub-systems: a. Intrusion Detection System (IDS) b. Electronic Entry Control System (EECS or Automated Entry Control System (ACES)) c. Video Systems, which includes Closed Circuit Television (CCTV) system d. Data Transmission Systems (DTS), including data processing and data storage e. Command and Control System World-wide Electronic Security Systems work will include, where applicable and required, security and/or force protection measures such as, but not limited to, barriers, fencing, gates, window treatments, hardening and lighting. The ESS work also includes site surveys, design development, including specification, drawings, testing requirements for hardware, software, command and control systems, interfaces, data transmission systems, preparation of cost data or validation of such data prepared by others. Certain projects will require service, maintenance, repairs and upgrade of existing systems. For certain projects, vulnerability and assessment and studies, which would include cost, will be required for preparation of an ESS justification. ESS procurement includes purchase, installation, testing and integration of all hardware, software, instrumentation, associated work etc., e.g. conduit, wiring, lighting, for a fully operational security system. Under this contract, the Government may also procure Utility Monitoring and Control Systems (UMCS), Heating, Ventilating and Air Conditioning (HVAC) systems to include chiller/boiler systems installation and/or integration, Supervisory Control and Data Acquisition (SCADA) systems and other Automated Control Systems including fire alarm and lifer safety systems, chemical, biological and radiological contaminant detection, filtration, response, and utilities (electric, gas, water, and steam) metering. The Governments objective is to procure systems which are compliant with the United States of Americas Government Regulations, U.S. National Codes and applicable industry standards. Due to the evolution and constant advancement in the fields of electronics and software, the Government will require procurement of state-of the art systems. Effective testing based on meeting regulations and standards of the installed systems is a requirement of Electronic Security Systems. System specifications, installation and testing requirements are subject to updates, revisions and changes in order to meet the requirements of the Department of Defense, Department of the Army and other agencies for whom the systems are being procured, installed, repaired or upgraded. National Institute of Science and Technology (NIST) and Defense Information Systems Agency issued standards, guides, requirements or recommendations, where appropriate and applicable, will be included as requirements for these systems. All existing criteria documents will be revised by the Government and incorporated as part of the Performance Work Statement (PWS) or Statement of Work (SOW). Each PWS or SOW shall also contain a list of Unified Guide Specifications (UFGS), Unified Facility Criteria (UFC) and appropriate applicable regulations issued by Department of Defense, Department of the Army and/or other U.S. Government agencies for which ESS is being procured. The North American Industry Classification System (NAICS) code for these services is 541512, Computer Systems Design Services. This acquisition may require the handling and generation of classified information. This support may call for extensive domestic and foreign travel. The Contractor and its sub-contractor personnel shall be able to obtain necessary security clearances, visas and/or passports. CEHNC intends to solicit and award multiple indefinite delivery indefinite quantity (IDIQ) contracts for the Electronic Security Systems program. It is the Governments intent to consider awarding a portion of this acquisition under the authority of the Small Business set aside program per FAR Part 19. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute some or all of the requirements of this anticipated request for proposal (RFP). As a result, if you are capable/qualified to perform the requirements identified within this announcement, you are invited to request a Capability Statement Form from the Contract Specialist via email at lanita.mcgraw-holloway@usace.army.mil. Upon receipt of a request, the Specialist will forward the Capability Statement Form to your company. RETURN INSTRUCTIONS After you have completed all sections of the Capability Statement Form, please return the form to the Contract Specialist via email at lanita.mcgraw-holloway@usace.army.mil. All capability statements must be received no later than 5:00 p.m. Central Time on 23 January 2009. This notice is issued solely for information and planning purposes only and does not constitute a solicitation. Responses to this notice will be used for informational purposes in order to determine capability of sources and serve as a supplementary market research tool. Responses will not be returned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank submittals or provide any reply to interested companies. Responders are solely responsible for all expenses associated with responding to this request for information.
