Description
This Request for Information (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Nevada National Guard in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. Description: Contractor's capacity/capability of creating/integrating a comprehensive database which tracks multiple levels of detail pertaining to domestic operations for the Nevada National Guard Joint Operations Center (JOC). The system requirements are as follows: The system must be able track information pertaining to the following: Personnel: Duty type, including active duty T10, State Active Duty, AGR, ADOS, Technician, etc Days worked from start to finish Daily hours worked Rate of Pay Computes pay due regardless of status Equipment: Type of Equipment used Number of hours/miles used for both flight and ground equipment Number of gallons of fuel used, cost of repair parts etc Misc Expenses: Lodging Meals Per diem Office supplies and replacement material The database must be user friendly with input beginning at the unit level. Reports would be created in the JOC and would provide up-to-the-minute situational awareness. Such reports would be provided to senior leadership, the Department of Emergency Management, the Governor for the State of Nevada, National Guard Bureau, Northern Command and various other federal agencies. This database must be WEB BASED with controlled access and security protections to provide the appropriate levels of information security. The system must interact with numerous other databases to accurately and timely compute costs and payrolls for both the federal and state systems. The system must link to and exchange information with the following systems: State Systems: Database Warehouse Financial Management software WebEOC Federal Systems: SIDPERS/DIEMERS/MILPERS Military Pay System Logistics/Maintenance systems Joint Information Exchange Environment AFCOS The database would also track orders and awards issued for any designated operation. The contractor must be familiar with the systems utilized by the Nevada National Guard and the National Guard Bureau. IMPORTANT: The vendor must demonstrate successful previous products that have satisfied the complicated needs and requirements of this contract. Expected Result: The completed system would provide increased situational awareness to the staff of the JOC, provide a precise tracking mechanism during contingencies and allow the JOC to maintain historical documentation which passes audit requirements. The end product is to be customized to the Nevada National Guard, to be effective during both daily and emergency situations unique to National Guard operations. Applicable training on and documentation for the system would be an additional requirement. Other considerations: Access to the JOC requires as least a security clearance of SECRET. Obtaining security clearances is the responsibility of the contractor. Industry responses must include sufficient documentation to support any claims that their system performance and capability will meet the minimum performance capabilities contained herein. Such documentation must include RELEVANT past performance, brochures and related literature, or any other data to support the assertion of competency and capability. Responses to this RFI are due by 2:00 pm on 06 JAN 09. Technical questions and industry responses are to be sent via email to Scott Katherman at scott.katherman@us.army.mil. All material submitted in response to this RFI must be unclassified. Interested parties possessing the capacity/capability to deliver the above-outlined product and meeting the requirements are requested to provide a White Paper describing: 1. Corporate capabilities, past and current relevant performance information, available facilities and assets 2. Supporting technical documentation concerning relevant past performance. 3. An assessment of the associated risks for this project and risk mitigation approaches. 4. Name, telephone number, fax number, street address and e-mail address for Program and Technical contacts. The Government may afford interested parties meeting the minimum requirements as specified in this RFI an opportunity to discuss the contents of their white paper during an industry one-on-one session where it is envisioned the parties will engage in an active information exchange dialogue to aid in the government's feasibility assessment. Dates and times for any such meetings will be addressed in future synopsis release(s).
