- The Federal Bureau of Prisons (BOP), Field Acquisition Office located at the North Central Regional Office, announces an opportunity for Architect-Engineering (A/E) firms to provide supplemental A/E services for a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract. This acquisition is full and open competition. The North American Industrial Classification Code (NAICS) applicable to this action is 541310 (Architectural Services). The size standard for this NAICS code is currently $4.5 Million dollars annual average receipts for the preceding three fiscal years of operation. Firms larger than this average will be considered large businesses and must incorporate a subcontracting plan into their contract award. The subcontracting plan (only applicable to large firms) must be approved by the BOP, prior to contract award. While the Government anticipates multiple awards from this solicitation, no more than two awards from this solicitation are expected. Work under this contract will be for various BOP facilities in the states of Colorado, Illinois, Iowa, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin, and Wyoming. Disciplines and services may include, but are not limited to: architecture, electrical, mechanical, structural, civil and geotechnical engineering, elevator, life-safety, fire-safety, code-compliance, LEED certification, Section 106, hazardous material consultant services, life safety inspections, investigations, land surveys, materials testing services, comprehensive subsurface investigations, preparation of construction documents, estimates, bidding services, construction administration and/or assistance to BOP staff in the preparation of in-house designs or related work. Services may also include special studies, reports, programming, site evaluations, environmental assessment for remediation, and other associated work. Preparation of design documents may, at the BOP's request, be required in English, Soft Metric or Metric dimensions. Most projects will take place in a fully occupied, fully operational, secured correctional environment. Most projects require complex design effort and detail, along with extensive coordination between design disciplines, the institution, and the Regional Office during design and construction. Eighteen institutions in the North Central Region are comprised of two prison complexes and several institutions and satellite camps, including two hospitals. Projects at select institutions may involve issues of National security. The average age of institutions in the North Central Region is 42 years. Given the close coordination between the successful firms and the Regional Office, selection of firms will be limited geographically to those located within a 50-mile radius of the North Central Regional Office in Kansas City, Kansas. Firms are to perform services as required by the issuance of individual task orders. The annual minimum estimated amount of task orders is $50,000.00, and the estimated maximum is $2,000,000.00. The estimated maximum amount of any individual task order is $2,000,000.00. Services will be required for a one-year base period, with four one-year option periods for a total of sixty months from the date of award. Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting Parts I and II of the Standard Form 330 (Architect-Engineer Qualifications) dated not more than 12 months before the date of this synopsis. Selection criteria will be based on the following evaluation factors (arranged in order of their importance: Project Team and Organization/Specialized Experience (35%); Experience and Past Performance (35%); Capacity and Capability/Technical Competence (20%); Knowledge of Localities (10%). Submit details (maximum of three pages per project) of not more than five significant and/or complex renovation projects completed in the past five years. Identify the lead designer and address the design approach with salient features for each project. Discuss how the client s program, function, image, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Provide a client reference contact for each project, including name, title, address, phone, fax numbers, and email. Submit resumes of key personnel outlining commitment to projects and qualifications and relevant experience as individuals and as a team. Submit a narrative outline (maximum of five pages) describing the firm s project management planning, coordination, scheduling and production facilities, capabilities and techniques for both design projects and construction inspection the firm s commitment to opportunities for small, minority/disadvantaged and women-owned business. Submit a narrative outline, (no more than five pages), with examples, describing the firm s ability to evaluate/develop accurate preliminary project budgets; ability to control project costs during design process; ability to design within funding limitations, methods used to coordinate construction documents, work of various engineering disciplines, and provide general production quality control. Submit a total of four copies to Thomas Young, FAO Contracting Officer, U.S. Department of Justice, Federal Bureau of Prisons, North Central Regional Office, Tower II, 8th Floor, 400 State, Kansas City, KS, 66101, with the outer envelope bearing the following information: IDIQ Architect/Engineer Services for NCRO. All responses must be received not later than January 26, 2009 @ 1:00 P.M. Central Time. Based on these submissions, a short list of a minimum of six firms will be selected for an interview. Firms should be prepared to discuss their submittals and to demonstrate their ability to fulfill the contract requirements. Firms will be selected for negotiations and potential contract award based on submissions and interviews. The selected firms must negotiate overhead and profit rates and hourly rates for anticipated disciplines for use in negotiating fixed price work orders, and may be required to submit to an audit prior to negotiations. Any contractor interested in obtaining a contract-award with the Federal Bureau of Prisons (FBOP), must be registered in the Central Contractor Registration, on-line at www.ccr.gov. All payments made under contracts awarded by the FBOP will be direct-deposit and firms must be registered in the CCR system to allow for this process. Residency requirements will be applicable to the solicitation issued to selected firms, post interviews. Bidding officials and contractor employees working under this contract on Federal grounds, will be required to sign a certification that for three of the five years immediately prior to submitting a proposal under the solicitation, the bidder has: resided in the United States; worked for the U.S. overseas in a Federal or military capacity; or has been a dependent of a Federal or military employee serving overseas. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
