- The U.S. Agency for International Development Mission to Ghana (USAID/Ghana) intends to seek proposals from qualified organizations that are interested in providing services to improve educational quality, particularly early grade literacy, in Ghana by improving the capacity of low-level units (districts, schools) to manage for results and by assisting community groups in holding them accountable under the Grants and Reporting Accountability Improve Literacy (GRAIL) program. The GRAIL Program will provide District Education Offices technical and financial resources to plan and implement education quality improvement interventions, particularly those aimed at early grade literacy improvement, and provide educational stakeholders a report card with which they can better understand and account for progress. USAID plans to award a cost reimbursement completion type contract for a total period of two years. Offerors must propose costs that they believe are realistic and reasonable for the work. Cost proposals will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results. This is a full and open competition, under which any type of U.S. organization (large or small commercial [for profit] firms, educational institutions, and non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15 shall apply. Offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government. All information required for the submission of an offer will be contained in the electronic RFP package that will be posted at www.fedbizopps.gov, no less than 15 days after this notice. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken. Responses to this RFP will be due approximately 30 days after release of the formal solicitation.
