Description
The Drug Enforcement Administration (DEA) hereby solicits quotes to satisfy the requirement as set forth in the subject Request for Quote (RFQ) to perform simultaneous interpretation and technical production services for its annual International Drug Enforcement Conference (IDEC). Quote shall include six (6) Spanish-English simultaneous interpreters, two (2) Arabic -English simultaneous interpreters, and two (2) Russian-English simultaneous interpreters. The conference will take place in Cancun, Mexico, on June 2, 3, and 4th, 2009. All simultaneous interpreters are needed for three days, June 2, 3, and 4th. This acquisition will be conducted through the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This RFQ does not commit the government to pay any cost incurred in the submission of quotes for this service. All quotes submitted shall be prepared in accordance with the requirements set forth in the RFQ. Quote must be received on or before JANUARY 9, 2009 10:00AM EST to be considered. Quote must include a brief summary of the simultaneous interpreters, the technical production team, technical approach, and corporate prior experience. All resumes provided should be included as attachments. Vendors are requested to include an attachment listing other available languages that they have provided and can provide as simultaneous interpretation services. The quote shall include all wages/per diem for simultaneous interpreters and technical production team, and all reimbursable travel expenses including lodging expenses at a rate of $181.00 per day, inclusive of the 12% tax. Lodging at the conference site will be facilitated by DEA. The names of company personnel will need to be provided to DEA in order to secure the individual hotels rooms. Travel expenses must not exceed federal travel regulation guidelines. The quote shall include the full name, date of birth, and, if applicable, the passport number and country of issuance for the personnel selected to perform simultaneous interpretation and technical production services. The information should be submitted as an attachment. The names provided will be treated confidentially by DEA and used solely for vetting purposes. DEA retains the prerogative to require any of the proposed personnel be replaced if the vetting process is not favorable. Subsequent to the award of the purchase order, the selected company will be contacted by a DEA representative, who will request the company provide a.jpeg image, passport size, of each of the contracted employees. This information will be due within 15 days of being contacted. The photograph will be utilized to create a conference identification badge for each contract employee. All responses for this RFQ must be received by the date and time in order to be considered. This requirement is not severable and award will not be made on individual items. Vendor must quote all items requested. Pricing shall be itemized in four categories: Simultaneous Interpretation, Technical Production, Travel, and Grand Total. All questions must be submitted no later than December 29, 2008 10:00A.M. Eastern Standard Time (EST). Statement of Work Simultaneous Interpretation The conference will be conducted in English, Spanish, Russian, and Arabic. To meet this requirement, DEA needs the services of six (6) Spanish-English simultaneous interpreters, two (2) Arabic-English simultaneous interpreters, and two (2) Russian-English simultaneous interpreters. All simultaneous interpreters are needed on June 2-4, 2009. This conference is attended by senior-level drug law enforcement officials from throughout the world, to include ministerial-level delegates. The conference includes plenary presentations, followed by simultaneous breakout sessions that are conducted in several languages. These presentations and sessions focus on drug law enforcement operations and utilize technical jargon that must be accurately translated. As a result, simultaneous interpreters are expected to have advanced knowledge of drug law enforcement terminology. Technical Production In addition, DEA needs a team to oversee the technical production of the conference. This team, led by a senior manager, will be responsible for directing and monitoring all technical aspects of the conference. The technical production team is needed from May 31 through June 4, 2009. The technical production team will include a senior production manager, assistant manager, and any other members you consider necessary to accomplish this task. The manager and assistant manager will be considered key personnel and their resumes should be included with the quote. The technical production team will be responsible for working with the company providing the audiovisual and interpretation equipment and its technicians to ensure coordination and the smooth functioning of the conference. Either the Production Manager or Assistant Production Manager should be fluent in English and Spanish to facilitate smooth coordination and communication. This team will serve as liaison between DEA and the technicians and is critical to ensure maximum quality control. This RFQ does not include procurement of the audiovisual and interpretation equipment. Type of Contract, FAR PART 13, Simplified Acquisition Procedures The Government contemplates award of a fixed price purchase order resulting from this RFQ. Basis for Award The Government intends to make a single award to the vendor whose proposal is identified as offering the best value solution, in terms of technical capability, past performance, and price.
