- This modifys Presolicitation Notice N2011090055 posted 12/18/08 to correct the Service Code from "C" to "Y". "General: The National Park Service, Department of Interior, is soliciting proposals from construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. No other notifications will be sent."THIS WILL BE FULL AND OPEN COMPETITIVE ACQUISITION"SOLICITATION NO.: N2011090055"Proposed Issue Date: January 15, 2009"Estimated price range: $5,000,000 to $10,000,000"Title of Project: Education and Administration Center"Description: The National Park Service will be constructing a new 17,707 square-foot Education and Administration Center. The proposed structure will provide critical visitor services such as education and orientation needed to successfully and safely visit the park. Functions to be included are visitor services and orientation, accessible restroom facilities, exhibits, classroom, auditorium, consolidated staff offices, bookstore, library, conference/ multipurpose rooms and partner group office space."Location: Fort McHenry National Monument and Historic Shrine, 2400 East Fort Avenue, Baltimore City County, Baltimore, Maryland 21230-5393."Type of Procurement: The NAICS Code for this project is 236220 and the small business size standard is $33.5 million. This procurement is a Request for Proposals (RFP) and is subject to the provisions of the Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The National Park Service will award a single negotiated firm-fixed price contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the project to the contractor offering the best value to the Government and will require the submission of both a technical and a price proposal. The Government will consider an offeror's technical capability to be approximately equal to price."Site Inspection: A highly recommended preproposal site inspection will be scheduled for all interested parties with the time and date to be announced in the solicitation instructions. FAR Clause 53.236-3, Site Investigation and Conditions Affecting the Work, will be included in the contract. This clause places total responsibility on the contractor to investigate the project site. The clause may be accessed at http://www.arnet.gov/far for the full text."Proposals will be due 30 calendar days following the issuance of the solicitation."Time for completion: 425 calendar days."All responsible sources may submit a proposal which, if submitted in a timely manner, will be considered.
