Description
MICRO FOCUS COBOL COMPLIER LICENSING AND SUPPORT REQUEST FOR QUOTES (RFQ) NO: EOSCO9RC021 This is a combined synopsis/solicitation (RFQ) of software licensing and support for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This will be a Firm Fixed Price Contract type. NAICS code for this announcement is 541519 with small business size standard $25.0 million. This acquisition is unrestricted. SOLICITATION CLOSING DATE: All quotes must be received by 1:00 p.m. EST, Monday, January 5, 2009. Preferred delivery method is via email: carrie.fairbanks@dfas.mil DESCRIPTION: This is a Brand Name only requirement for the following: Item 001: Server for COBOL v5.0 for HP Itanium running HP-UX 11.23 Server License 4 CPU’s 1 Core. Quantity: 1. Unit of Measure: each. Item 002: Server for COBOL support. Quantity: 4. Unit of Measure: each. Delivery will be FOB Destination by best method within 15 days of notification of award. Delivery Point of Contact to be provided in awarded contract. Only Certified (Authorized) Resellers may respond to this request for quotes. Non authorized reseller quotes will be considered non-responsive. PROVISIONS AND CLAUSES: The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28. BASIS FOR AWARD: The Government will award a contract resulting from t his request to the lowest cost technically acceptable offer. Technically acceptable includes a statement certifying the vendor is an authorized reseller. INVOICES: Shall be submitted via Wide Area Workflow (WAWF) to a WAWF acceptor that will be identified in the resulting contract. Reference DFAS Clause 252.232-9000. BASIS FOR BAND NAME REQUIREMENT: Compatibility with existing software/hardware environment: In order to maintain and develop successfully the test/development environment must exactly match the production evnrionment. The DBMS mid-tier test/development server is located at DFAS TSO Indianapolis. The production server is located at DECC Ogden. At the moment both environments do exactly match. Both environments use MicroFocus COBOL as part of the DBMS system. However, the production server is being replaced by the DECC with a new Itanium server. This requires a version of MicroFocus COBOL compatible with the new Central Processor Unit (CPU) chipset and microcode. DECC Ogden has already procured their new copy of MicroFocus COBOL for the new production server. DFAS TSO Indianapolis must now configure a new Itanium server for the DBMS test/development environment and this requires a matching version of MicroFocus COBOL compatible with the new CPU chipset and microcode. There is no known competing product that can substitute the MicroFocus COBOL.
