- Notice of intent to award a sole source contract to University of Alaska - Fairbanks, Palmer Research Station - Soils Laboratory, Palmer, AK. Palmer Research Station will analyze frozen soil samples collected at Denali National Park & Preserve and Wrangell-St. Elias Park & Preserve. The sole source justification is under authority of FAR 6.302-1 (a)(2). This is a base year contract with 4 option years. The value of the contract is expected to be approximately $75,000. This contract is not a small business set aside. NAICS: 541380 The National Park Service (NPS), Denali National Park requires the following tasks: 1.Receive and process frozen soil samples from vegetation monitoring personnel. This includes the following: a)Weighing of frozen samples to the nearest 0.1 gram. b)Allowing frozen samples to air dry and weighing air-dried samples to determine percent moisture wet >> air dried again to the nearest 0.1 gram. c)Sieving air dried samples to determine the gravel fraction (>2mm mesh size); determine percentage of sample gravel size to the nearest.1%. d)Oven drying air dried soil samples, weighing oven dried samples to determine moisture percentage from air dried to oven dried (100 degrees C for 24 hours). e)Report results for soil moisture percentages described above and gravel percentages in a spreadsheet format. 2.Perform laboratory analysis of soil samples to determine the following attributes, using the prescribed methodology and detection limits listed below: a)Percent total soil nitrogen - minimum detection level 0.10 % nitrogen. This should be determined using a LECO CHN 1000 Analyzer, a non-dispersive, infrared instrument. These measurements will be made on a subsample of air-dried, finely- milled soil. b)Percent total soil carbon - minimum detection level 0.10 % carbon. This should be determined using a LECO CHN 1000 Analyzer, a non-dispersive, infrared instrument. These measurements will be made on a subsample of air-dried, finely- milled soil. c)Soil reaction - pH by the 1:1 slurry method -- minimum detection level 0.01 pH units. This is measured using 8.5 cm2 of air dried soils mixed with 10 ml distilled water and allowing a 30-minute standing time. pH meter should be standardized using 4.00 and 7.00 pH buffers prior to running samples. d)Soil texture - percent sand, silt and clay - min. detection level 0.1% for each size class (sand, silt, clay). This should be determined using the Bouyoucos-Hydrometer method on 50 g of sieved, oven dried soil. This is the standard method for reporting soil textural characteristics. e)Results of all of these tests should be reported in a spreadsheet format with the NPS sample and lab sample numbers reported in separate columns. The government will consider all EOIs received prior to 15 days after date of publication of this synopsis before 4:00 pm Alaska Standard Time on that date. EOIs sent via the U.S. Postal Service should be mailed to National Parks Service, Alaska Regional Office, Attn: Erica Cordeiro, 240 W. 5th Ave, Anchorage, Alaska 99501. EOIs sent via Federal Express or hand carried must be delivered to the same address above during weekdays, excluding federal holidays, between the hours of 7:30 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Erica Cordeiro, at 907-644-3802 or email at Erica_Cordeiro@nps.gov, facsimile transmission must clearly identify this notice on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting office on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received at 907-644-3303.
