Description
NAICS Code: 332999 In accordance with FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures, the U.S. Environmental Protection Agency requires fabrication of a heat exchanger from Government provided drawings and some provided materials for the National Vehicle and FuelEmissions Laboratory in Ann Arbor, Michigan. This requirement entails the manufacture and the brazing in place of copper foam, both inside and outside, a bank of straight 316 stainless steel tubes. The contractor will be provided with 116 stainless steel tubes that are 3/8" OD and 0.305" ID. These tubes will be about 18.5" long. Also included will be two 5/8" thick stainless steel manifolds with holes in them for the tubes. These manifolds are supplied to allow for the proper location of the tubes when the exterior foam is placed. All copper foam will be brazed in place using a brazing material that will withstand temperatures of at least 750C. The interior of the tubes will have open cell 40 ppi copper foam with a density of 6-9%. The pressure drop through this bank of foam filled tubes should not exceed 1 bar with a steam flow of 0.02 liters/sec at 25 bar. The tubes should be loaded in such a way that the outside 1 - 3/8" will be free of foam. The exterior tubes will have open cell 10 PPI copper foam with a density of 6 - 8 %. The dimensions of the extents of this foam will be provided in a drawing. Just as the interior foam was centered on the midpoint of the tubes this foam will also be centered with 1.25" of the tubes protruding from each end. The pressure drop of this assembly when flowing axially along but exterior to the tubes and keeping the other edges closed will not exceed not exceed 1.0 psi when 56 grams/sec of hot air at 300C flow through. This procurement is being conducted with full and open competitive procedures under NAICS code 332999 with a size standard of 500 employees. Award will be made using "Best Value" evaluation criteria. The solicitation will be released through the Ann Arbor office by e-mailing the Contract Specialist at niedermier.annette@epa.gov and requesting the solicitation number RFQ-MI-09-00052. The anticipated solicitation release date is approximately 10 calendar days after the electronic posting date of this notice.
