- This announcement is part of a series of Request for Information (RFI)/Market Surveys for the FAA Data Communications Program. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR OFFER (RFO). Further, the FAA is not seeking or accepting unsolicited proposals. Background The Federal Aviation Administration (FAA) has released four prior Requests for Information (RFI). The first was seeking information on the air-ground network and related infrastructure (#5470; the second was related to the ground system, en route automation, and related processing functions (#6034); the third provided perspectives regarding options for a potential service that integrates the components of the air-ground system into an overall Data Communication service (#6513); and the most recent was to summarize the FAA's understanding of the environment in which Data Communications will operate and provide some information on decisions that have been made (#7279). Current Status The Data Communications Program continues to develop its program and acquisition strategy while considering the input of industry. In that light this communication is the second of three discussed in the last RFC (#7279) that are planned for the next several months. This release includes a paper outlining preliminary program and acquisition strategy considerations intended for industry comment. The final communication for industry comment (in March/April 2009) will include more detail on the air-ground subnetwork acquisition, potentially including a draft subnet specification or equivalent Subnet Description Document. These documents may contain material that will supersede the Initial Program Requirements Document (iPR) dated 28 April 2008 attached in the 7279 announcement. Overview The Data Communications Program is planning a multiple contract approach to fulfill the program requirements. A single contractor will provide the air/ground VHF data link service with system engineering and integration support to the program office. Separate contracts will be used for satisfying domain automation requirements. This RFC addresses only the Data Communication Network Service (DCNS) contract to provide the air/ground VHF data link service between the FAA automation systems and the NAS users. This service will have a significant impact on both the FAA and NAS users, including operational, infrastructure, standards, equipage, and financial impacts. The Data Communications Program intends to establish a partnership with the DCNS contractor in which the DCNS contractor would assist the FAA program office in meeting the overall Data Communications Program goals in addition to providing the FAA with a high quality air/ground VHF data service. This document is provided for comment. It addresses many of the questions received from our last RFC and outlines the FAA's strategies in several key areas, including important considerations related to the scope and structure of the proposed DCNS acquisition. Industry comments are welcome, as are any other thoughts on structure or strategy considerations discussed. Please provide any input in writing to the Contracting Officer, Sue Handy, by January 16, 2009, email address Sue.Handy@faa.gov. The FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this announcement. Therefore, any costs associated will be solely at the interested party's expense.
