- FEDERAL BUSINESS OPPORTUNITIES (FedBizOpps) NOTICE FOR CUSTOMIZED MEDIA MONITORING AND ANALYSIS SERVICE HHS OFFICE OF THE ASSISTANT SECRETARY FOR PUBLIC AFFAIRS Synopsis: The Department of Health and Human Services (HHS) intends to issue a multiple-year (five years) sole source contract to Bulletin News Network. HHS has a requirement for real-time tailored news summaries, gleaned from print, internet and media sources of information about HHS and its agencies and/or of interest to HHS and its agencies. Bulletin News Network is the only known source available that can provide tailored news summaries in a timely manner using copyrighted material contained in and provided by proprietary news-aggregation systems software and monitoring systems. The use of this software and approach permits both customized and timely delivery to HHS of copyrighted news briefings. The service integrates daily television and print coverage to produce a customized executive news briefing. The contractor is the only known source that provides expert human editors to analyze thousands of stories every night from newspapers, magazines, trade press, and national and local television; summarize information that is important to the client; highlight reporting that is unique and valuable; eliminate that which is irrelevant or redundant; and deliver a single, concise briefing as early as 7:30 a.m. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.1. The Government intends to acquire the service as a commercial item. HHS anticipates the award of a firm fixed-price contract, with a base year plus four one year options. Interested organizations may identify their interest by responding to the requirement. Interested organizations must submit their capabilities and qualifications to perform the effort in writing to the point of contact identified below not later than 4:30 p.m. EST/EDT on January 6, 2009. Interested organizations must demonstrate systematic capabilities, staffing, and management experience to (a) aggregate news from national and regional print and broadcast media outlets; (b) apply human judgment in reviewing those stories to isolate information HHS should be made aware of each morning; and (c) weave those story elements together into new multi-source stories that inform completely but in a fraction of the page count represented by the original full-text articles or broadcast transcripts. The contractor must be extremely flexible in its operations; able to change the types of stories included in the briefing, the length and format of the briefing, even the daily delivery time on short notice. In addition, interested organizations must be able to offer: •Human review and analysis of news, and human-edited summary briefings; •Integration of print and television news into a single document, including the ability to provide the actual broadcast coverage, not just links to text appearing on websites of broadcast and cable networks or local affiliates; •Embedded links that stream “video clips” to the reader’s desktop; •Hardcopy review of the New York Times, Washington Post, Washington Times, Wall Street Journal, and USA Today (on deadline) in case the online versions are incomplete; •Demonstrated experience in serving similar briefings to other large federal Departments; The daily briefing will be produced by the contractor at its own site, delivered electronically to HHS Monday through Friday, except on Federal holidays (including no more than two days at each of Thanksgiving and Christmas). Distribution will be by 7:30 A.M. EST/EDT Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort, based upon responses to this notice, is solely within the discretion of the Government.
