- The Government intends to award a Firm Fixed Price Delivery Order on a limited source basis utilizing, FAR part 13 Simplified Acquisition Procedures to Overwatch Systems of Virginia, Inc., 103A Carpenter Drive, Sterling VA, 20164-4423, for Remote View Professional Window renewals for the Center for Naval Intelligence. Overwatch Systems is the original software developer. The RFQ will be available on or about 23 December 2008 by downloading the documents at http://www.neco.navy.mil or http://www.fedbizopps.gov. The applicable NAICS Code is 511210. The FSC Code is 7030. The RFQ solicitation and any subsequent amendments will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failur! e to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. All solicitation/proposals shall be signed by vendor and include: (1) price(s) for the CLINS listed in accordance with the attached schedule, (2) written information on how you will perform the requirements; and (3) a point of contact, name / phone number / email, business size, and payment terms. This is a firm fixed priced order and award will be made utilizing the Simplified Acquisition Procedures under FAR Part 13. The Government intends to make a single award utilizing the evaluation criteria set forth in the solicitation. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Please review websites for the most up-to-date version of the solicitation and for the correct offer due date and time (if applicable). This RFQ will close on December 24, 2008 at 1400 or 2:00PM EST.
