Description
This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR). This acquisition is unrestricted. Responses are due on or before January 7, 2009. The North American Industry Classification System (NAICS) code is 238990. The National Park Service, George Washington Memorial Parkway, has a requirement for delivery, setup, and removal of all items contained in specifications herein. Therefore, any items not specifically noted, but necessary for performance in accordance with accepted practices and industry standards, shall be furnished under this contract. Quotation submission requirements follow: All quotes shall be submitted as an original or email for receipt no later than 2:00 p.m., CST, January 7, 2009. A completed copy of the FAR provision 52.213-3, Offeror Representation and Certications-Commerical Items must be included and clearly marked with the Request for Quotation Number. Offererors are hereby notified that if your proposal is not received by the date and time and at the location specified in this announcement that it will be considered late. Proposals by telephone transmitted facsimile (fax) will not be accepted. Satement of Work 1. Services to be performed under this statement of work shall consist of providing all materials, labor, equipment, tools and services necessary to perform prescribed fencing and all related incidental work in accordance with the specifications/standards herein. The National Park Service (NPS) is seeking proposals to contract Fence Installation and Removal Services along roadways under the jurisdiction of George Washington Memorial Parkway (GWMP) in accordance with the following specifications and quote schedule. Quantities and scope of work to be performed and time frame(s) for completion will be identified on individual orders and will be subject to the specifications herein. Installation of fencing services shall be provided to maintain a safe, protective, and visually pleasing appearance. The contractor shall visit and inspect each site to verify the estimated quantities provided by the NPS and the complexities of conducting fence installation activities in areas containing high densities of vehicles, pedestrians, and structures, and to obtain a true sense of the work being requested. This is considered to be a mandatory requirement for developing, implementing and executing efficient, cost-effective fence installation support services. 2. Description of Work: Contractor shall provide fencing: shall be four feet in height, shall be installed and maintained at a furnished distrance of one foot from curve that will vary between areas based on NPS standards for each area. Maintenance distances are based on land use frequency to separate, facilitate, and control the adjustment of service quality provided to individual gound parcels. Shall be erected tightly upright with no protrusion into roadway. Shall have opening at designated crosswalks to allow for pedestrian crossing. Green with no missing slates or protruding hazards. Stakes shall be maintained at the specified heights. Installation shall be prior to January 16, 2009 and removal within 1 week following event. 3. Coordination: All site visits and fencing layout shall be coordinated with Eric Bibbs, Chief of Support Branch, Phone 703-419-6419 at George Washington Memorial Parkway. 4. Description of Work-Overview: The snow fencing requirements are for the National Special Security Event (NSSE), the Inaugural Events scheduled for January 20, 2009 in Washington, DC. The work consists of supplying and installing, maintaining and removing temporary snow fence. Additional quantities of snow fence are only estimates in this specification. Any additional fencing required will be specified in Special Provisions or negotiated as extra work in accordance with specifications. Fence installation: The contractor shall perform a general installation of green snow fence to protect the natural resources of the National Park Service. Install fence one (1) foot away from roadside, install fence in a straight, tight upright position as not to allow fence to protrude into traffic, install fence evenly (vertically and horizontally), install stake below the top site line of the fence, install stakes a distance capable of sustaining fencing for a long period of time, stakes are normally placed no further than 10 feet apart. Maintain adequate openings in fence at designated crosswalks. Not anchor/tie fencing onto existing structures unless approved by COR. Not store material or equipment on site without prior approval of the COR. Erect snow fence to maintain a safe, protective, and visually pleasing appearance. Note: no stakes shall be left erected without being attached with fencing material. Fence Removal the contractor shall: remove snow fencing following the event or at the request of the COR and dispose of off-site. Remove all stakes at the time of fence removal, following the event or at the request of the COR and dispose of off-site. Clean-up all waste material prior to leaving work site and dispose off-site. Description of Items: The contractor shall supply all required snow fence material. Fence material shall be a minimum of 4 feet in height and shall have a uniform porosity of 50% - 60%. Salvaged snow fence material may be re-used provided it is in a condition suitable to the COR. Wooden temporary snow fench shall meet the requirements of sub-section 712-13 Timber and Lumber and shall be in accordance with the proposal. All lumber shall be treated with 708-31 wooden preservative-water borne. Wooden temporary snow fence shall be 1.2 m high with wooden slats of green cedar or fir, 33 mm width x 10 mm thick spaced min. 58 mm between slats with five evenly spaced double strands of 13 gauge coated galvanized wire. There shall be two and a half twists between slats, unless otherwise approved by the COR. Metal support post shall be steel and uniformed in appearance and color, and capable of supporting the fence upright for the duration of the contract period. Procedure: snow fence shall be installed and maintained such that the maximum ground clearance is 300 mm and the minimum ground clearance is 150 mm. The snow fence material shall be erected straight and plumb so to last for the lenght of time that is installed until duration of the contact period. The work area shall be restored to its original condition immediately upon completion of any installation, maintenance or removal operation. Restoration includes, but shall not be limited to the removal of staples, broken slats, and wire ties, which may have fallen on the ground. Basis of Award: Award will be made based on the unit prices provided. Quantities are estimated at this time. Payment will be made for all work ordered and accepted. George Washington Memorial Parkway reserves the right to increase or decrease the number of quantities based on funding. DOL Wage Determination WD 05-2103 (Rev.-6) applies.
