- NAICS Code: 514199 The U.S. Environmental Protection Agency intends to enter into a sole source contract with the National Academy of Public Administration to test Web 2.0 technologies and processes to increase the transparency and quality of citizen interaction with the rulemaking process. Federal Agencies turn laws passed by Congress into concrete rules that clarify what is legally acceptable and what is not. The agencies are required by law to seek public input on the rules they propose. This public comment opportunity represents one of the broadest opportunities for citizens to influence how they are governed. The proposed rule is targeted to the air quality area and the business process is a public meeting which would be held virtually and moderated by EPA staff. Official comments will still be submitted by the public into Regulation.gov.The contract's purpose is to first to increase the public's learning about issues and further, to increase their ability to discuss and share their views, leading to more informed comments. Secondly, the contract will serve as a learning and testing opportunity for EPA and the Federal wide E-Rulemaking effort leveraging the past work done by the National Academy of Public Administration's Collaboration Project.
