- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR). Responses are due on or before January 7, 2009. The North American Industry Classification System (NAICS) code is 238990 with a small business size of $13 million. This procurement is being set aside for small business. The National Park Service, National Mall and Memorial Parks, has a requirement for delivery, setup, and removal of items contained in specifications herein. Therefore, any items not specifically noted, but neccessary for performance in accordance with accepted practices and industry standards, shall be furnished under this contract. The following Federal Acquisition Regulation (FAR) clauses and provisions are applicable to this announcement and are availabe at www.arnet.gov. 52.212-1, Instructions to Offerors-Commerical Items; 52.212-3 Offeror Representations and Certification-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commerical Items; 52.216-18 Ordering; 52.216-22 Indefinite Quantity; 52.217-07, Option for Increased Quantity-Separately. Quotation submission requirements follow: All quotes shall be submitted as an original or email for receipt no later than 2:00 p.m., CST, January 7, 2009. A completed copy of the FAR provision 52.123-3, Offeror Representations and Certifications-Commercial Items must be included and clearly marked with the Request for Quotation Number. Offerorors are hereby notified that if your proposal is not received by the date and time and at the location specified in this announcement that it will be considered late. Statement of Work 1. The contractor shall provide labor, equipment and material required to provide, place and remove 84 Jersey Barriers, highway safe along the West side of 17th street between Constitution Avenue and Independence Avenue. The barriers will be placed behind the west curb of 17th street, 4 foot apart. The barriers are to be placed on January 17th, and removed on January 21th, 2009, by the end of the business day. Coordination: All site visits and work shal be coordinated in advance with the National Mall & Memeorial Parks Deputy Chief of Maintenance Jorge Alvarez, 202-245-4663, and the Chief of Maintenance, National Mall & Memorial Parks, Sean Kennealy, 202-245-4685 so proper access to the area can be secured. 3. Scheduling of Work: Work shall be scheduled through the Deputy Chief of Maintenance, National Mall & Memorial Parks. The contact for scheduling work or a site visit is Mr. Jorge Alvarez, 202-245-4663, or via E-mail at jorge_alvarez@nps.gov. 4. Overview: The barriers are requirements for the National Special Security Event (NSSE), the Inaugural Events scheduled for January 20, 2009 in Washington, DC. The contractor shall coordinate and schedule all work with the NPS to ensure proper coordination and completion of the work for the Inaugural Event. 5. Special Concerns: This project is located in an area of high visitation. All contractors' employees shall be required to carry identification at all times. 6. Basis of Award: Award will be made based on the unit prices provided. The award will be based on the TOTAL BID QUOTE. Payment will be made for all work ordered and accepted.
