- Description
- NASA/GSFC intends to negotiate a noncompetitive follow-on bridge contract withRaytheon for the continued development and maintenance of the Earth Observing System Dataand Information System (EOSDIS) Maintenance and Development (EMD). The bridge contracttype will be cost-plus-award fee, indefinite delivery/indefinite quantity, and will havean eighteen month period of performance. The statutory authority is FAR 6.302-1 which provides that full and open competition neednot be provided for when, in the case of follow-on contracts for the continueddevelopment or production of a major system or highly specialized equipment, it is likelythat award to any other source would result in substantial duplication of cost to theGovernment and unacceptable delays in fulfilling the agencys requirements. This follow-on bridge contract with Raytheon will ensure the maintainability of essentialresearch and development capabilities for NASAs Earth Science Enterprise Program while afull and open competition is being conducted for a five year contract.Because Raytheonis the incumbent contractor, substantial transition costs will not have to be expended. Transition of these services would require incurring significant costs associated withthe transfer of approximately of $47M of government property as well as the expense of anew contractor outfitting a computer facility to accommodate the equipment for this shortduration. NASA/GSFC plans to award the contract to Raytheon Company, 5700 Rivertech Ct., Rm. 3034,Riverdale, Maryland.Interests in subcontracting opportunitiesshould be directed to Raytheon at the above-mentioned address. Interested organizationsmay submit their capabilities and qualifications to perform this effort in writing viaFax Number 301-614-5267, attention Gail Boger or email to gail.d.boger@nasa.gov no laterthan January 8, 2008, at 3:00 pm. Eastern Standard Time. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competitive basis,based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12.See Note 26.An Ombudsman has been appointed, See NASA Specific Note "B".
