- The Cadaver and Forensic Detector Dog (Human Remains Detection) Search Teams are needed for Human Remains Recovery Operations. The purpose is to conduct a series of Sensitive Site Exploitation (SSE) operations specifically targeted in areas where potential remains of deceased American Soldiers or Citizens, Coalition Forces or Contractors and Local Nationals may exist. These Teams will not be utilized in offensive operations, only in recovery operations. The service shall be available 24 hours a day, 7 days a week. All Contractors shall process through CONUS Replacement Center (Ft. Benning), for processing & issuance of all protective gear and flight to Iraq Theater. The period of performance for each handler will be no less than one hundred twenty day (120) beginning the day the each team arrives in Baghdad. The contract and the requirement is to utilize the air, land and water capabilities of the HRD dog to exploit and locate specifically identified target locations for the remains of deceased American Soldiers or Citizens, Coalition Forces or Contractors and Local Nationals. The contractor shall provide technical documentation that the three HRD teams have been involved in law-enforcement, fire rescue, or military deployments for Human Remains Detection purposes. The dogs must meet the standards set forth by North American Working Dog Association (NAWDA). The HRD dog handlers must have a minimum of 3-5 years of experience; HRD dog must have at least 1 year experience. The HRD dog must be capable of locating less than 15 grams of human remains buried up to 15" below surface in a combat environment. The contracted capability will conduct a series of SSE missions in support of Multi-National Corps-Iraq (MNC-I) and Multi-National Forces-Iraq (MNFI) for personnel recovery efforts. The contractor will move, stay and be secured by United States Armed Forces on all missions. At no time will the contractor be under the exclusive protection of any other agency, i.e. Iraqi Army, Iraqi Police, etc. Should another agency exclusively provide the Force Protection, the contractor has the option to terminate their mission. A total of 3 dog handlers and 3 Human Remains Detector Dogs will be needed to fulfill the requirements of the mission. The teams must have past experience in law-enforcement, fire rescue or other recovery operations, or military deployments. All contractor personnel will be cleared for SECRET clearance.
