Description
The Government intends to solicit and negotiate on a sole source basis with Garden State Seafood Association (GSSA), 212 West State Street, Trenton, New Jersey 08608-1002 for the following requirement: Technical assistance in providing post-cruise data processing support, data analysis, report preparation, and with the preparation of summary materials for two constituent workshops held in Massachusetts and New Jersey. GSSA will organize the workshops and disseminate project results to the fishing industry in close coordination with the North East Fisheries Science Center (NEFSC), Narragansett, RI, Cooperative Research Program. In addition to post cruise data processing, subsequent analyses can include catch rate and size composition comparisons for squid and bycatch species retained by the different size meshes, monkfish swept area biomass estimates, monkfish catchability comparisons between vessel and net designs (cookie versus rock hopper sweeps), an evaluation of monkfish size catchability differences by depth, and other analyses as determined in consultation with the NEFSC Scientific Staff. All work to be in accordance with the Statement of Work included in the solicitation. The period of performance is January 1, 2009, or date of award, whichever is later, through December 31, 2009. Deliverables to be delivered to NOAA Fisheries, 28 Tazwell Dr., Narragansett, RI 02882. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The FSC for this is AD21 and the NAICS Code is 813910, small business size standard is $6.5 million dollars. The government intends to award a firm-fixed price purchase order for this requirement. Garden State Seafood Association is the only known source capable of providing the required study. The GSSA is uniquely qualified for this project as the only commercial trade association in the Northeast whos members participate in both fisheries and the GSSA has an established relationship with Rutgers University for data processing and analytical support. GSSA and Rutgers have extensive knowledge and extensive knowledge and experience with survey data processing and analysis that might further improve the selectivity of the squid fishery. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The Request for Quotation (RFQ) will be available on or about December 30, 2009 through the Government's website at http://www.fedbizopps.gov. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 P.M. January 6, 2009 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the required analysis. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. Interested parties should use the FedBizOpps registration feature which provides notification when the RFQ becomes available for download and all postings associated with the solicitation.
