Description
The Space and Naval Warfare Systems Command (SPAWAR) in support of theProgram Executive Office - Command, Control, Communications, Computers, and Intelligence (PEO-C4I), Tactical Networks Program Office (PMW 160) has released a draft Request For Proposal (RFP) for the Consolidated Afloat Networks and Enterprise Services (CANES) Program in order to promote the early exchange of information. The primary goals of the CANES Program are to: 1) Consolidate and reduce the number of afloat networks through the use of mature cross domain technologies and common computing environment infrastructure; 2) Reduce the infrastructure footprint and associated costs for hardware afloat; 3) Provide increased reliability, application hosting, and other capabilities to meet current and projected warfighter requirements; and 4) Federate Net-Centric Enterprise Services (NCES) Service Oriented Architecture (SOA) Core Services to the tactical edge to support overall Department of Defense (DoD) Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) application migration to a SOA environment. The scope of this draft RFP includes requirements for the design, development, fabrication, assembly, test, delivery, integration, installation and sustainment support of the CANES Common Computing Environment (CCE) network infrastructure. This draft RFP has been released with supporting attachments and reference documents that are marked Distribution D: Distribution authorized to DoD and U.S. DoD contractors only. The Distribution D supporting documents are posted on a secure Government website at: https://nserc.navy.mil/peo_c4i/pmw_160/pmw160private/CANES/default.aspx This website requires a DoD or External Certification Authority (ECA) Public Key Infrastructure (PKI) certificate in order to access the Distribution D documents on the site. Supporting documents marked Distribution A: Approved for Public Release and instructions for obtaining a PKI certificate are posted with the draft RFP on the SPAWAR E-Commerce Central website located at: https://e- commerce.spawar.navy.mil, under Headquarters, Future Opportunities. Comments, concerns, and questions regarding the draft RFP are encouraged in order to improve the understanding of the Government's requirements. Comments regarding this draft RFP are requested by Friday, 09 January 2009. Comments are requested to be submitted in writing via e-mail only to: Heather Mohlman, Contract Specialist, SPAWAR 2.1C (heather.mohlman@navy.mil) with copy to: Stephen Beckner, Contracting Officer, SPAWAR 2.1C, (stephen.beckner@navy.mil). All submissions become Government property and will not be returned. Verbal questions regarding the draft RFP will not be accepted. The Government does not anticipate providing individual or public answers to questions received regarding this draft RFP as any questions submitted will be considered for the purposes of improving the clarity, quality and/or contents of the RFP. THIS IS A DRAFT RFP ONLY. This draft RFP is issued solely for information and planning purposes it does not constitute a formal RFP or a promise to issue a formal RFP in the future. The information provided in the draft RFP is subject to change and is not binding on the Government. This draft RFP does not commit the Government to contract for any supply or service whatsoever. The Navy is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this draft RFP. The Navy has not made a commitment to procure any of the items discussed, and release of this draft RFP should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All costs associated with responding to this draft RFP will be solely at the interested party's expense. Not responding to this draft RFP does not preclude participation in any future formal RFP, if any is issued. If a formal RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov and the SPAWAR E-Commerce Central website at https://e-commerce.spawar.navy.mil. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this requirement. See attached draft RFP.
