Description
SYNOPSIS The EPA Region 1 is issuing this Sources Sought Notice for an automated Water/Soil/Solids Autosampler for Purge-and-Trap analysis. This is a Sources Sought Notice only; it is not a Solicitation Announcement. The purpose of this Sources Sought Synopsis is to gain knowledge of potential qualified sources and their size classification relative to NAICS code 334516, (Size Standard of 500 employees). If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. Acquisition Requirements For the Autosampler are as follows: Overview of Requirement: The United States Environmental Protection Agency (EPA) requires an automated sample loader (autosampler) for purge-and-trap analysis on a variety of sample types. Quantity Required: One Brand new (1) Autosampler is required, no remanufactured product is acceptable. Functional Requirements: The Contractor shall provide an Autosampler that meets the following requirements: Use standard 40 ml. VOA Vials, autosampler must hold VOA Vials upright throughout the analytical testing process. A side arm spurge option. A light protective cover to shield sample vials form ultraviolet light and free-falling dust particulate. This enables protection for the robotic arm mechanism(s) as well as sample integrity. A hot water rinse capacity designed to decontaminate sample loops and liquid delivery components including the sample purge vessel. A liquid internal/surrogate standard delivery loop. A programmable helium flush to minimize carry. A minimum of 51 sample positions. Physical Requirements: The autosampler shall fit in a laboratory counter space 25” length X 25” width X 20” height. Interface Requirements: The system shall be able to interface directly with an Agilent 5975/7890 GC/MS and the interface will be a Tekmar-Teledyne Stratum PTC concentrator. Installation Requirements: The component shall be installed and warranted by a technician certified by the manufacturer. Training Requirements: The Contractor shall provide on-site training on the operation of the component at the time of installation. Service and Support Requirements: The system shall include a one-year warranty covering parts, labor and travel. Plus options for an additional 3 years of service support. Documentation Requirements: The Contractor shall include a copy of the operational manual with the component. Delivery Requirements: The Contractor shall deliver the required component within 30 days of award of the order. Acceptance Schedule and Constraints: The Contractor shall complete installation and training within 30 days from the date that the Government is ready for installation and training to take place. The Government will be ready for installation and training 30 days after award of the order. Government acceptance will take place within 30 days of completion of the installation and training.
