Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00421-09-T-0010 is issued as a request for proposal (RFP). The applicable NAICS is 813920. The Government intends to solicit and negotiate on a SOLE SOURCE BASIS with AMERICAN ASSOCIATION FOR THE ADVANCEMENT OF SCIENCE under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, interested parties may submit a proposal in which they identify their interest and capability. All proposals received by 12:30 PM Eastern Standard Time; December 31, 2008 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation etc., in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis upon the responses received. The government will not pay for any information received. The contractor shall provide professional recruiting services for the Entry Point program with expertise in matching individuals with disabilities who meet the STEM criteria. The period of performance is Date of Award through 30 September 2009. FAR 52.212-1 Instruction of Offerors -Commercial Items (Jan 2005) is incorporated by reference and applies to this acquisition. The Government intends to award this contract to American Association for the Advancement of Science. Therefore, the provisions at 52.212-2 Evaluation - Commercial Items (Jan 1999) do not apply to this acquisition. The Government will evaluate American Association for the Advancement of Science proposal to determine the price fair and reasonable in accordance with FAR Part 15, before making award. The offeror shall provide backup information verifying the price offered: e.g. a copy of current catalog, invoices for the same services etc. Clauses includes 5252.232-9513 Invoicing and Payment (WAWF) Instructions (Mar 2008), 252.232-7003 Electronic submission of Payment Requests and Receiving (Mar 20078), FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Oct 2003) is incorporated by reference and applies to this acquisition. 52.233-3 Protest After Award, 52.233-4 Applicable law for Breach of Contract Claim (Oct 2004), 52.244-6 Subcontracts for Commerical Items (Mar 2007), 252.246-7000 Material Inspection and Receiving Report (Mar 2008) The clause at FAR 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (Dec 2004) is incorporated.
