Document Type: Solicitation Number: Reference-Number FA7000-09-T-0017__ Posted Date: 30 Dec 08 Archive Date: 31 Jan 09 Original Response Date: 7 Jan 09 Current Response Date: 7 Jan 09 Classification Code: 7105 Set Aside: Unrestricted NAICS Code 337127 The 10 th Mission Support Group, Directorate of Contracting, United States Air Force Academy, Colorado, is hereby issuing a Notice of Intent to award a Sole Source Commercial Purchase Order to Turnbull Enterprises, Inc., 3100 Viona Ave, Baltimore, MD 21230-3411 (Small Busines) in providing Dormitory furniture to match existing Dormitory furniture with the same design standard. The following requirement is: 170 each saddle (for conversion to Bunk Bed) 170 each ladder (for conversion to Bunk Bed) The Government has determined the use of Turnbull Enterprises, Inc. for this furniture requirement is required to meet the government's need. The required unit is proprietary nature to Turnbull Enterprises, Inc. The particular joints are custom made case and extruded aluminum is proprietary. The determination to use Turnbull Enterprises, Inc. was made by the United States Air Force Academy, 34TRW/34 SDCG. Interested parties may identify their interest and capability to respond to this requirement by 2:00 p.m. Mountain Standard Time, 7 Jan 09. This procurement is being conducted under the authority of FAR 13.5 and FAR Parts 12 and 13. The authority cited and justification made is based on the determination that the Government's minimum needs can best be satisfied by services available from one source. No solicitation will be made available and all information shall be furnished at no cost or obligation to the government. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
