- Pursuant to FAR 6.302-1, “Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements”, the U.S. Office of Personnel Management (OPM), Management Services Division (MSD), Center for Contracting, Facilities & Administrative Services (CCFAS), Contracting Group intends to issue a sole source purchase order to Dr. Brigitte Schay, 8340 Greensboro Drive, #720, McLean VA 22102-3545 for transition management and knowledge management consulting services. The objective of the current procurement is to secure transition management and knowledge management consulting services, as well as technical support on several longitudinal projects that require specialized program evaluation expertise. Specific support is needed on the first evaluation report for a pay-for-performance demonstration project with the Food and Safety Inspection Service (FSIS) of USDA, and the final evaluation of the CTS Pilot Incentive Program. Both of these projects require a level of specialized program evaluation expertise that is currently not available in the branch or other parts of CTS. Assistance is needed in knowledge transfer concerning the highly specialized products and services provided by the Assessment Services Branch (survey research involving customer service, culture and climate, and evaluation of pay-for-performance demonstration projects), as well as transition management assistance involving internal financial management processes and human resources management. This technical support and transition management assistance are needed for a period of approximately six months (i.e., January through June, 2009) and will require 500 hours. The technical assistance to the branch is critical to the successful completion of the work for ASB’s Federal clients and for a smooth transition to a new branch manager who has to phase out of long-term projects currently being managed in the Competency Assessment Branch. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to John R. Dismond at john.dismond@opm.gov within 2 days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Central Contractor Registration (CCR) database prior to execution of award. If no competitive responses are received, an award will be made to Dr. Brigitte Schay.
