- Description
- The U.S. Department of Homeland Security is seeking a qualified source in anticipation of a future requirement. The contractor must have knowledge of internationally-focused critical infrastructure cyber protection and awareness initiatives and must have extensive knowledge of longitudinal goals of international outreach and awareness within national cyber security programs. The contractor must have an ability to develop a strategic outreach and awareness program plan, metrics, and milestones without conflicts-of-interest. The contractor must have established relationships with national computer security incident response teams (nCSIRT) and institutions that support international cyber security activities. The contractor must be able to support the evaluation of new and emerging policy for critical infrastructure protection and national cyber security. In addition, the contractor must be able to support sensitive strategic and operational Government initiatives; represent Government’s interests in international working party meetings and study groups; and, liaison as a government representative with industry, international working groups and standards bodies, Federal government agencies including Department of Justice, Department of State, and Department of Commerce, and academia in support of policy analysis and creation. Finally, the contractor must specify and field internal capability and capacity improvements by understanding the application of research and development efforts to critical infrastructure protection. Interested parties having the expertise and capabilities are invited to submit detailed information discussing their capabilities by 8 January 2009, 11:00 am EST. Responses are limited to no more than 5 pages. No cost or pricing is required. This is not a solicitation. This Request for Information (RFI) is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Homeland Security is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. Responses to the RFI will not be returned. Please be advised that all submissions become Government property and will not be returned. This notice is not associated with the Department’s Cyber Initiative Industry Day event.
