- Description
- The National Oceanic and Atmospheric Administration's (NOAA), Acquisitions and Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, a contract under the authority of FAR 13.106-1(b)(1), with the Institute of Electrical and Electronics Engineers, Inc., 445 Hoes Lanes, P.O. Box 1331, Piscataway, NJ 08855-1331 for renewal of online access to the IEEE/IEE Electronic Library service for the 2009 calendar year. This is a product that provides full-text access to IEEE and IEE journals, conference proceedings and IEEE standards. In addition, a 15-year back-file archiving IEEE and IEE publications from 1988 to present is included. ***The sole source determination is based on several years of FBO notices without responses from any other service provider. The Institute of Electrical and Electronics Engineers (IEEE) is the sole provider and owner of all rights, title and copyright to the material contained within the IEL and is the only vendor with the legal rights to publish and distribute the material. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
