- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Government intends to award a fixed price contract for a non commercial universal direct current electric motor in accordance with P/N 1764AS602-1 and drawings 1764AS602 and 1741AS829. The basic contract will be for a first article and a production unit. The motor will be embedded in a crane utilized for cross decking on ships. The contract will have options for quantities of 1-3 additional motors that may be exercised at various times within a five year period after award Inspection/acceptance shall be at Source/Vendor by personnel from Fleet Readiness Center, San Diego, California. Transportation shall be FOB destination to Fleet Readiness Center, San Diego, California. The required delivery date for the Universal Motors shall be 36 weeks from date of award. This procurement is for Non-commercial items and FAR Part 12 procedures will not be used. The applicable NAICS Classification is 336413 and the Federal Supply Schedule is 6105. The Navy intends to solicit and negotiate this contract on a full and open competition basis. Offerors will be required to submit price proposals and past performance information. The Government intends to award to the responsible contractor, whose offer is the best value to the government, considering price and past performance factors (past performance being most important). Hard copies of the solicitation will not be mailed. The solicitation will be issued on or about 20 January 2009, and will close on or about 20 February 2009.
