Description
Issuing Date: December 30, 2008 Closing Date: January 28, 2009 Closing Time: 4:00pm SUBJECT: Request for Proposal (RFP) No. 641-09-03 Distribution of Literacy Instruction Materials TO: All Potential Offerors The United States Government, represented by the U.S. Agency for International Development Mission to Ghana (USAID/Ghana) is seeking proposals from qualified local firms that are interested in providing the services detailed in the attached Request for Proposals. This procurement shall be limited to Ghanaian local firms, under which any type of organization meeting the terms and conditions of the subject RFP is eligible to compete. The procedures set forth in FAR Part 15 shall apply. USAID plans to award a firm fixed price contract for an estimated period of 15 months. Cost proposals shall be evaluated as a part of a best value determination for contract award. Any questions regarding this RFP should be received no later than January 8, at 4:00 p.m. Ghana local time, in writing only. Please fax/email questions to Frederique Rakotoarivelo at frakotoarivelo@usaid.gov with copy to Deborah Simms-Brown at dsimms-brown@usaid.gov. Any responses to questions received regarding this RFP may be furnished to all prospective offerors as an amendment to the solicitation, if such information is necessary to offerors in submitting proposals, or if the lack of such information would be prejudicial to uninformed offerors. You are required to submit an original Technical proposal and four (4) copies and an original cost proposal and two (2) copies no later than January 28, 2009 at 4:00 p.m. Ghana local time. Proposals should be submitted to the following address: U.S. Agency for International Development, West Africa Regional Acquisition and Assistance Office, American Embassy, Main Entrance, No. 24 Fourth Circular Road, Cantonment, Accra. (RFP No. 641-09-03-Distribution of Literacy Instruction Materials) The proposal must be expressed in Ghana Cedi and must remain valid for at least 60 days from date of issuance. Your technical and cost proposals should be submitted in accordance with instructions set forth in the solicitation and shall be submitted in sealed, separate envelopes, marked clearly RFP No. 641-09-03 “Technical Proposal” and RFP No. 641-09-03, “Cost/Business Proposal”. The Offerors must ensure that the mailed proposal is received prior to the date and time set for closing. Late proposals will not be accepted. This RFP and its amendments (if any) can be viewed and downloaded from the Internet at Worldwide Web address “http://www.fedbizopps.gov”. USAID bears no responsibility for data errors resulting from the transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same Internet site from which you downloaded the solicitation. You are therefore advised to regularly check the www.fedbizopps.gov site for amendments. This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Further, the Government reserves the right to reject any or all offers received and to accept any offer deemed to be in the interest of the U.S. Government.
